of manuscript," aad they are patronized
liy members of congress, senators, ftml all

tion. These jioliticiuns commonly write
their own Hpeeehea and then turn them
over to the retouchers, who, an they c;tl it,
"hek them into shape." One of theM lit
erary artists unbosomed himself to a re
portei, the other day, and managed before
he got through to j.;ive a pretty thorough
exposure ol the whole bueiness of hi pro
fession. "You must know," he began, "that there
are always m congress a number ol mern-l-rs
who have their speeches written for
them. This is not always because they can
not write their own speeches, but often be
cause they have so much work of other
kinds to do that they cannot tnd time,
(iarlield inak.;s one of the most powerful
speeches that ate made in the house; and
yet there have been times wiien lie has cm-
ployed others I) hunt up facts and collate
tijcui for him- in other words to prepare
speeches for him. He always departed
i row tne path prepare, tor him, and put in
sucu w ;r i pictures us the occasion mi
goted, so that the speech, a delivered, wa
lar iiitteivn:, and nearly always
better than that he paid for. Sam. Cox, as
everybody knows, is one of the most enter
taining as well as humorous speakers in the
lio.ise, and yet he a;w ays employs persons
to look up his facts and quotations. His
thorough 'reparation is one of the secrets
nf his sueces as a public speaker. When
he attempts to quote he does o with a per-

himself liable to attacks of misquotations
or errors. All the members, however, are
not as gool in the line of public speaking
as (.iari'eld or Cox, and many of them have
every line they Use prepared for them. Then
again, there are some members who a-e tj
lazy to get up a speech. They t persons
like me there are at least a dozen in the
business alxnt the capitol know what
kind of a speech they ant, stating the
grounds they want to take, tne peculiar line
of argument they want to use. We prepare
it. and often they deliver it, or ask leave to
print, without a single touch being given it.
Some, however, make such additions or
chances as they desire. As a rule, the
members who can make good speeches if
they have, the time, pay us bettor for such
work than those who cannot apprec iate a
good one when it is fixed up for tl.ein. One
of the must prominent of the southern mem
bers gave me a speech to-day to illustrate.
He prepared it to be Printed in
the Record for circulation in a certain
portion of his district where there arc a
great many Scotchmen. Now oil I have to
do with that speech is to straighten out
some of the sentences, so that it will read
straight, and illustrate it by profuse quota
tions from the Scotch poets. It is a party
speech, strongly Democratic, and discusses
national views only. As I said before, it is
for circulation in his district. There are
others who employ r.-visors to look over
speeches and polish them up, here and
there. Senator Jones and three men gath
ered the facts of his big silver speech of
last session. Kvery word of the speech it
self written by his private secretary, a
gentleman who has written financial
speeches. arguments and articles
for which in iiiy others have
received the credit. Some members are so
fixed that their wives revise their speeches
for them. Mrs. Cox looks ever all that Mr.
( 'ox writes for the pnblic. Mrs. Senator
Morrill writes all the set speeches that the
senator delivers and she writes exceedingly
well, too. Other members and senators
that I could mention have wives who
are able to attend to such work of
theirs and as a rn speeches thus
prepared rea l better than others. Of
course revisots solicit work, and mem
bers introduce revisors to their succm
sors. I have written hundreds of speech

too numerous to remember. IJe

sketches of members for Use in campaigns,
and of candidates for state, and other of
fices by the score. Don Piatt, of the ctipi
Ul. has written more speeches th in hnve
been delivered in congress. He prepared
at least half a dozen for senators and mem
bers on the Fitz John Porter case against
General Porter, which have not yet been de
livered. Mnj. Hen. Perley Ponre also has
written scores of speeches tor senators and
Mai.akiai, diseases are now most suc
cessfully treated by a new agent, made
from Peruvian liark by Billings, CiappA:
Co., chemist, lioston, Mass. It is called
"Cini no Qi'iMNK," and is pronounced by
physicians to be preferable in its action,
and a perfect substitute for the Sulphate.
