TO THWART DEATH '
Baltimore Doctor Suggests Use of Crim
inals as Antitoxin Factories
There should be only two unprovent
nble causes of death old age and aeei
dont. All germ diseases aro curable by nnti
toxins. Anti-toxins for nearly all diseases are
oblninanlo througlu tho use of the hu
man animal as a factory. Some are ob
tainable in no other way.
Convicted criminals should bo used
for this purpose, if they arc willing.
This is an outline of a striking argu
ment made yesterday by Dr. II. Burton
Stevenson, formerly ptosidont of tho
Baltimore County Medical association.
It was an imprcssivo statement of what
lias been accomplished by serum-therapy
or ouio by means of anti-toxin
and a prediction of what will follow in
tho near future.
"A toxin," says Dr. Stovenson, "is
the poison of a discaso germ. When
such a gorm entors tho body nature, to
combat it, provides in tho blood a sub
stance which neutralizes tho action of
tho germ's poison. This substance is
termed nn anti-toxin.
"Wo say of diphtheria that it runs
its courso in seven days, or of typhoid
fever that it runs its courso in twenty
one days. Wo mean by this that with
diphtheria it rcquiros sovon days for tho
body to form tho anti-toxin which ren
ders tho germ's poison harmless, and
with typhoid it requires twenty-one
days. By tho injection of tho anti
toxin in tho early stages of diphtheria
tho poison is counteracted at once, tho
disoaso does not have to 'run its course'
and tho attendnnt dnngers aro done
away with.
"As a result of this grent discovory
man's allotted throo-seoro -yours and
ten will soon ceaso to be a myth. The)
twentieth century medicine will make .
disease a harmless indisposition and
death by accident and old age the only
order of tho day. Surgery, electro
tlieriiiiv and tho Uoentiron iavs are
daily demonstrating the fact that hith
erto uucoiKpierablo diseases are yield
ing to tieatmont, and sorum-thernpy, i
the glittering dream of generations
gone, is becoming a reality. '
"Tho first glittering achievement of I
him tun-therapy was tho conquering ofj
the loathsome disease of diphtheria.
Tho mortality from that source was re
duced fiom 3(1 per cent to 2 per cont. I
litis wns Bearing 'h work. The treat
ment of certain forms of blood-poisoning
by auti-toxins followed. Kelapsing
fever, pneumonia, erysipelas, tubercu
losis, dysentery, tetanus, hydrophobia,
typhoid fever, plague and cholera have
all been attempted, with gratifying re
sults. .Jenner's demonstration that
smallpox -could be prevented by inocu
la Hon of eowpox and Pasteur's treat
ment for rabies arc kindled discoveries.
lneach of these cases the substance in
jected causes thti body to manufacture
the anti-toxin necessary to combat the
respective poisons.
"The theoiy upon which scrum-the-rapy
is based has ben proved to bo
correct beyond a doubt. Tho chief dif
ftouity in the way of its more general
application is the fact that such anti
toxins as have come into common use
are obtained from the domestic ani-

"This great obstacle, however, ean
bo overcome by using the criminals in
our penitentiaries for the production of
anti-serums. A law-making tho punish
ment for eortiiiiitsrinieH optional with
the convicted imprisonment on the one
hand, inoculation with certain disease
germs on tho other would solve the
problem for all time. With the work
in the hands of experienced men, cho
sen for their medical acumen and not
by political inlluence, a human-produced
anti-toxin could bo furnished which!
would supply the medical profession for
all, or nearly all, the known diseases
