NOTHING STRANGE ABOUT IT Down in Douglas tho voters in that city refused by a largo majority to grant a blanket franchise to a corpora tion for water, electric light and tele phone systems. In spito of the fact that tho company hns been serving Douglas since tho inception of the town with public utilities and tho fact that it promised to install fifty fire hydrants and lay ten-inch mains in tho business part of the city, it was conceded before tho election that the franchise would bo refused. Tho result of tho election should bo a lesson to public service cor porations,cspecially In the new and grow .ing cities of tho southwest. Tho meth ods employed by these companies in variably disregard tho wishes bf the public and in somo' instances treat the public 'in a contemptuous manner. This is, of course, when thcro is 'no compe tition in tho field and no prospect of nny for somo years to come. Then twhen the community grows up and oth ers 'begin to figure in tho field, thero is something doing. Tho corporation' which has hitherto dono as it liked without any regard for tho public It served, tries to mako reparation for' its past negligence, but the people who1 havo bowed to tho corporation havo learned 'their strength and tho public goes out with a big stick and swats the soulless ono. If this samo company would havo offered phones at half rate, olectric lights for a song and water ior the asking, wo havo no doubt that their potition for a franchise would have been turned down just tho samo. BETTER FIRE PROTECTION "" Globo should havo hotter fire protec tion. Tho present system is wholly in adequate, both in appliances for com bating firo nnd in tho water supply and it is up to tho city authorities to rem edy tho defects at tho earliest possible dato. In this connection we do npt think it amiss to mention a few facts, ' which may bo of assistanco to tho municipal authorities. Thcro seoms toj bo a general understanding or boliof that tho city taxpayers should pay for all tho needed improvements for firo hydrants and water, as well as for tho appliances used in fighting fires. In fact, it is understood that tho city is about to order a dozen or so firo plugs, It is also understood that tho local water company has presented a bill to tho council for water ront for tho few Unhv BBji"y Terr ANGELA VINCENT, ONE OF EVELYN NESBIT THAW'S "WILD ROSE" FRIENDS. Tho Silver Bolt boliovcs that the city should purchase immediately tho appli ances necessary for tho proper protec tion of tho property of the city and it furthor believes that the local water company should bo compelled to do its part also. That company hns a valu able franchise, which has cost it noth ing, and the idea of tho city paying for tho installation of fire hydrants and water ront for tho same, is to us ridiculous, to say tho least. The local company is gotting from Globe property owners and renters the highest water rato in tho territory. In addition to this, tho service is about tho most in adequate in tho territory. During a recent firo the water used came from only a two-inch main and despite which fact, enough water could not bo secured in the vicinity of tho firo to equip a quasi-buckct brigade. Globo is not wholly dependent upon the local company for water and we be liovo thnt if the company were prop erly approached somo results of benofit to the taxpayers and city could bo se cured. Tho company should bo "per suaded" to lay more adequato mains tho smallest of which should bo four inches in tho residence districts and ten-inch mains in the business section. Wo believo that tho company should install a sufficient number of firo hy drants without charging tho city for either installation or rental. Globe is growing and its pcoplo are spending much monoy for improve ments. Every additional houses erected means a steady incomo for tho water company. It is no moro than right that tho company keep up with tho city. It is getting a big incomo with but little oxpenso and tho city has a right to ex pect something in return. BAZAAR AND BABY SHOW TO BE GIVEN BY LADIES GUILD Tho bazaar and baby show of tho Ladies Guild of St. John's Episcopal church, to bo givon in tho new church building on the afternoon and evening of Tuesday, May 7, promises 'to bo an interesting ovent.
