Tho utility fran chise matter and the grading of Broad street aro tho most important matters to como beforo tho council this even ing and it is expected that dofinito ac tion will be taken on both. It is un derstood that,consider4ble influene&'has been brought to bear on members of tho council individually regarding these matters and it is up to them to take the action that will bo of most benefit to tho city. Tho members of tho coun cil wcro appointed by tho board of supervisors, not to protect their private interests at tho public expense, but to servo the city. They cannot hopo tp sccuro the approbation of every citizen or property owner, no matter what ac tion they take, but if it will "benefit tho community at large thoy will havo done their duty. There have been fow public improvements inaugurated anywhere that havo not worked a hardship on someone, and this will always bo true in any community. As to tho franchiso matter, the couu cil should secure tho best it can for the city. Tho Silver Belt is playing no favorites in this affair and there are no strings attached to it. It is for tho pcoplo at largo and for tho good of Globe. Our advico to tho council re garding tho Broad strcot matter is to make a real street of tho city's main thoroughfare, not a freak avenue, and which can only bo dono by establishing a uniform grade and then grading in ac cordance with it. Again referring to the franchiso mat tor: if the council is satisfied with a franchiso submitted, they havo but to put it up to tho people. Tho applicants pay all necessary expenses and if the people are not satisfied thoy will turn it down. And whilo this paper does not desiro to take a dictatorial stand, it wishes it understood that it will holp to put tho everlasting kibosh on a prop osition of this kind that doesn't look good. It will bo remembered that Ramirez until a fow months ago was head of a custom house brokerage firm in No- gales and thnt for several months past he has been in ditucultv with his home government. It appears that beforo his first arrest Ramirez had long been suspected of irregularities in the conduct of las bro kerage business nt Nogales and a spc cial agent wns sent by tho Mexican gov ernment to investigate. It was charged that Ramirez had for somo time tampered witli freight re ceipts with tho object of making false declaration of weights. In a singlo shipment of wheat from the UniteA Suites through his office It wns claimed that tho Mexican gov ernment had been defrauded of the sum of $12,000. Ho was forthwith ar rested and lodged in tho jail at Her-, mosillo to await trial, but later broke jail and escaped to tho United States. Upon application of the Mexican gov ernment for Tequisition papers tho fugi tive was arrested at Nogales by a Unit ed States official and taken to Tucson. On a technicality his attornovs se cured his release and Ramirez returned to Nogales. Yesterday morning United States Marshal Daniels arrested Ramirez on fresh charges of forgery and brought him to Tucson, where ho is in custody in tho county jail.
