forms falling into tho hands of civilians
aro boing made by tho War Depart
ment. Pawnbrokers and second-hand
dcnlors In towns near army posts have
long mado a practice of buying uni
forms from discharged soldiers, and for
years it was impossible to interfere
with the business becauso of court de
cisions that ids uniform nnd equipment
belong to tho soldier, nnd, therefore,
could be disposed of by him as he
pleased. Many enlisted men were tried
by court-martini for selling their cloth
ing, but this did not stop tho trade.
More recently, howovor, tho Wnr De
partment has been proceeding against
tho persons who bought tho uniforms,
nnd in sovcr.nl Lite cases such men have
been convicted and fined or imprisoned.
Not long ago a suit was conducted suc
cessfully against a second-hand dealer
at San Antonio, Texas, who had traded
with tho soldiers from Fort Sam Hous
ton, and more rccontly a dealer in a
Pacific coast city was prosecuted, con
victed and fined nearly $2,000. The
department is sending out instructions
for tho guidance of ofilcors in tho prem

at 21.00 to 22.00; Electrolytic, 20.50 to 21.00; Casting, 20.00 to 20.25.
Lend was lower at 20 in London, but locnlly unchanged witli spot
5.15 to 5.25.
Spelter was fivo points lower at 0.05 to 0.10 locally, but unchanged
at 24 in London.
