Protecting tho Uniform in Now Way
Vigorous efforts to provcut army uni
forms falling into tho hands of civilians
aro boing made by tho War Depart
ment. Pawnbrokers and second-hand
dcnlors In towns near army posts have
long mado a practice of buying uni
forms from discharged soldiers, and for
years it was impossible to interfere
with the business becauso of court de
cisions that ids uniform nnd equipment
belong to tho soldier, nnd, therefore,
could be disposed of by him as he
pleased. Many enlisted men were tried
by court-martini for selling their cloth
ing, but this did not stop tho trade.
More recently, howovor, tho Wnr De
partment has been proceeding against
tho persons who bought tho uniforms,
nnd in sovcr.nl Lite cases such men have
been convicted and fined or imprisoned.
Not long ago a suit was conducted suc
cessfully against a second-hand dealer
at San Antonio, Texas, who had traded
with tho soldiers from Fort Sam Hous
ton, and more rccontly a dealer in a
Pacific coast city was prosecuted, con
victed and fined nearly $2,000. The
department is sending out instructions
for tho guidance of ofilcors in tho prem
ises. Washington Herald.
A Bump-measuring Machino
An intricato machino, which measures
tho bumps on a person's head and then
delivers a circular sotting forth the
phrenological description of the victim's
chnractor is ono of tho Jatost devices
for wiling tho dimes from the pockets
of amusement sedkers. They aro vcrv
interesting machines and attract big
crowds who delight in seeing the-man-who-wants-to-know-whnt-his-charactcr-is
put the mouso trap contrivnnco over his
head and allow himself to be fastened
in. So thick wore tho crowds about one
of theso machines the other day that a
policeman notified the oporntOr that he
must tell each group that gathered to
beware of pickpockots. This tho ex
hibitor of tho bump machine faithfully
did all day, only to discover in the
middle of thq afternoon that his own
pockets had been relieved of $47. Phil

No other humorist that ever lived

that most wits and humorists wore sad
