DOUGLAS, Ariz., October 11. Tho city council made history at its meeting last night by passing a drastic, measure which will effectually wipe out tho last vestigo of open gambling in the city of uougins. wncn the anti-gambling or dinance was passed Jess than n year since the city attorney was instructed to draft it along tho lines of tho Tuc son stntuto and the city charter did not 'permit the passago of an act pro hibiting games except of the percent age character. In the present instance, therefore, tho ordiuauco was drafted under thnt part of tho charter which allows tho counci lto regulate the sale or giving away of intoxicating bever ages. Tho new ordinance nrohihits anv saioon Keeper from permitting any game of chance to bo played on his premises or in any room connected therewith, for money, checks, chips, rep resentations of monoy, drinks or cigars under poualty of a fine of not less than $10 nor more than 300 and makes a conviction for tho offense just cause for revocation of his license. This act is broadly drawn and when strictly en forced will not only put the ban on open poker playing, which has been go ing on, but will even stop the practice of shaking dice for drinks and necessi tates tho removal of many nickel in the slot machines. Can't Bent Houso for Gambling Another section of tho ordinance pro hibits renting a house, apartment or room for the purpose of conducting a gambling game or games and "cntches them coming and going" in that it ef fects both lessor and lessee. Tho pen alty under this section is also a fine of from $10 to $300. Tho vote of tho council was unanimous, four ayes and two absent, and no protestants ap peared before the meeting. Among tho saloon men little or no protest is heard, tho large majority heartily approving tho measure and stating that games that havo been run have- been of little revenuo to them and havo probably hurt their business rather than benefited it. As the law now stands there is no city in tho territory nor in tho south west whore gambling is more strin gently prohibited than in Douglas, and this city takes its stand as a thorough going city of homes. Tho proposed nqw ordinnnco regu lating games and pastimes on the streets was presented and pent to n committee. This prohibits hoop rolling, skating, ball playing nnd other childish games on the streets for tho protection of the youngsters themselves and pedes trians, and has an article tacked on which will prevent megaphono shouting, howi blowing nnd other unnecessary noises by large and small alike. Smoking and tho Church Dr. Campbell Morgan hns created a sensntion at tho Northfield conference by openly confessing his lore of a good cigar, but some of his critics might re membor that smoking in church wns prevalent in this country at tho begin ning of tho seventeenth century. In Wnlcs it was indulged in so lato as 1830. Readors of "Tlie Heart of Mid lothian" will remember how Duncnn of Knockdundor, when nt worship, "filled his pipo, lighted it with tho assistanco of his pistol flint, and smoked with in finite composure during tho whole of tho sermon," notwithstanding tho anger of David Denns.
