SECTION II.
Upon tho petition of not less tlinn fif
teen nor moro than twonty-llvo initio
residents of tho City of Globo who do
siro to organizo thcmsolves as a volun
teer firo company being filed with tho
Firo Commission, such Commission shall,
if it approves of tho qualifications of
tho potitionors and deems tho organiza
tion of such company advisable, approve
such potition, and issuo to such petition-
era a cortificato of organization, upon
said potitionora organizing and electing
ofliccrs. pursuant to tlto ruloi and regula
tions of tho City of Globe, and filing
with tho Firo Chief a cortified copy of
tho roll of said company.
Such cortificato of organization shall
mt forth tho nunibor and iinmo of tho
company, and tho locality within tho
City of Globo whoro tho apparatus of
tho said company shall bo stationed, and
hiill entitle tho said company and tho
mombcrs thereof to all tho privileges,
rights and immunities provided by law
for firemon in incorporated cities, and
to tho tiso and control of such firo ap
paratus of tho City of Globo as may
from timo to timo bo provided for it.
SECTION III.
Tho officers of tho Volunteer Firo
Sorvico shall consist of a Chiof, Assist
ant Chief and a Sccrotary, and tho offi
cers of each company shall bo a cap
tain, foreman and sccrotnry.
Each company may admit now mem
bers, provided thnt at no timo shall
tho membership of any company exceed
twonty-fivo; and provided further that
no porson timlor twonty-ono years of
ago or of unsound mind or unablo to
speak tho English lnnguago shall bo oli-
giblo to become a mombor.
On tho first "Monday of April in each
year, tho firo companies shall assomblo
it their rospectivo stations and eloct a
captain, foreman and secrotary for tho
ensuing year, and on tho third Monday
of April of eaoh year all of tho com
panies shall meet at tho Council Cham
bers of tho City and elect a Chief and
Assistant Chief nud a Secrotary of tho
Firo Sorvico. Tho said mooting shall
bo presided over by tho Chiof. Tho offi
aors elected shall hold office for one
year from and aftor tho first Mondny
in May following tho election and until
their successors aro elected and quali
fied. Only mombcrs in good standing
may voto at said elections.
Until tho nox'. election, tho Common
Council of tho City of Globo shnll ap
point a Chiof, Assistant Chiof and Sec
rotary of said Firo Service, who shall
hold office un'.il their successors are
elected and qualified.
Any mcmb'jr of said company may be
susponded or expelled for causo by tho
Firo Commission.
SECTION IV.
Tho Firo Commission shall, subject
to rogulition by tho Common Council,
exorcise authority ovor all matters per
taining to tho Piro Sorvico in tho City
of Glebe, and may provido rules and
rogtiUitions in all matters pertaining to
such sorvico, havo charge and control
of nil firo apparatus of whatsoever na
turo Mid character, wjth power to pur
chase additional apparatus, supplies and
equipment and suporviso 311 contracts
awarded and-work dono for tip Firo De
partment. PROVIDED, that tlioy shall
incur no liability exceeding Ono Hund
dred Dollars at any ony timo without)
tho approval of tho Coramon Council of
tho City at Globe.
All five apparatus provided by tho
City shall at all times regain tho prop
erty of tho City. Each company shall
receipt to tho Firo Commission for the
proporty received from tho City, and
shall be responsible to tho Firo Commis
sion for the. caro and preservation of
such property.
Tho Chiof shall bo tho jxecutivo offi
cer of the Firo Sorvico and havo com
mand at fires over all numbers of the
sorvico and otiier persons assisting
thoroat.
Tho Assistant Chief s.ball havo tho
qualifications and exercise tho duties of
tho Chief in his absence.
It shnll bo tho duty of tho captain of
each company to proscrvo discipline, to
require a strict compliance with tho
rules and regulations of tho service, to
causo correct rolls of membership to be
kept, and to do or causo to bo dono such
other things as may from timo to timo
bo required by tho Firo Chief.
In tho absenco of tho captain, tho
foreman shall excrciso all tho duties
of tho captain.
It shall bo tho duty of each company,
under tho supervision of tho officers,
to keep all firo apparatus clean and in
good order at all times.
Tho different firo companies, pursuant
to tho firo regulations, shall on every
alarm of fire, repair to tho placo of
firo with tho firo apparatus under their
caro and thero work and manage the
samo under tho direction of tho Chiof
and his assistant.
No firo apparatus shall bo applied to
any private uso without tho consent of
tho Firo Chiof.
SECTION V.
All firo apparatus in sorvico shall
havo tho prior right of way through all
tho streets and places of tho City of
Globo while on firo duty, and any person
who shall obstruct tho samo by vohiclo
or othorwiso, or obstruct any hydrant
or prcvont tho natural flow pf water
therefrom during a firo or who shall
knowingly drivo any vohiclo across any
hose wliilo the samo is in ,uso for tho
extinguishment of firo or inspection pur
poses, such Iiqso not having first been
protected from injury, shall bo guilty of
a misdemeanor.
Any person or porsons wilfully re
sisting or interfering with nny officer
or member of tho Firo Servico in tho
performance of his duties nt a firo shall
bo guilty of a misdemeanor.
Any person who shall givo a falso
alarm of fire, or who shall wilfully 01
carolcssly destroy or in any manner in
juro tho firo apparatus of tho City of
Globo shall bo gniity of a misdemeanor.
Every fireman of tho Department
when on duty shall wear a suitablo
badgo to bo provided by tho City of
Globe, with tho namo and number of tho
said fireman's company engraved there
on, and any person wearing such badgo
unlawfully shall bo guilty of a mis
domennor. All officers of tho firo sorvico when
on duty shall bo vested with tho powors
of deputy marshals of tho City of Globe,
and shall havo full power to summon

SECTION VI.

cessive years, sorvo as an active mom
bor of tho Firo Dopartmont of said City,

tion of such poriod, shall bo entitled to
bo exempt from further duty in said
department, and shall bo permitted to
enjoy all tho privileges of an active
iiromnn npd to wear a badgo with the
word "exempt" and other suitablo do
vico thorcon.
SECTION VII.
All firo companies horotoforo .organ
ized, may ro-orgnnizo under this Ordin
ance by filing with tho Firo Commission
a resolution of thoir intention to ro
orgnnizo umlor this Ordinance and fur
nishing to tho Firo Chief a cortified
roll of thoir moinborship.

Bo it ordained by tho Mayor and
Common Council of tho City of Globo:
SECTION I.
ThaCtho maintenance of any slaugh
ter house, soap factory, establishment
for tho steaming or rendering of tal
low, lard or offal, and all other places
whero any nauseous, offensivo or tin
wholosomo business is carried on within
tho limits of tho City of Globo or with
in a distanco of two miles beyond the
limits thereof, shnll -bo unlawful and is
hereby prohibited.
SECTION U.
Any person or persons violating the
provisions of this ordinanco shall be
deemed guilty of a misdemeanor and
upon conviction thereof shall ,bo lined
not less than fifty nor moro than three
hundred dollars, or bo confined in tho
City jail not to exceed three months,
or both.
