I VAN WAGENEN NEXT TO THE POST OFFICE rrtwMiIitiliJiiliiliiMiiliitiiliiliiliiliiliiliJiMr'-''-' :: j 14 4 4rr Much intorest 'was manifested yester day in financial circles in tho plan pro posed by "William Jennings Bryan, that tho government should guarantee tho deposits in national banks, and by that means roassuro persons having money in such institutions, says tho "Washing ton Horald. Many thought yesterday with Mr. Bryan, that tho public an nouncement of such a policy would go vory fnr toward icstoring public con fidence at presont, and guard against times of stringency such as tho country has experienced within tho past few weeks. A reporter yesterday talked with tho presidents or cashiers of tho nation, nl banks in Washington, asking for ex piessiuns of opinion upon tho plan pro posed by Mr. Jlryan. The majority of thoso int rviewed, while unwilling to bo quoted for publication, declared thnt the plan was a good one, provided it could bo carried out. One prominent bank president said thnt ho was heartily in favor of tho plan. Rogardcd as "Too Paternal." Two of tho bank presidents said thoy could not quito see how tho plan was to bo applied, without being "too pa ternal," as thoy expressed it. Both mon talked about in tho same line, say ing that to all intonts and purposes tho United States government was now be hind every dollar entrusted to n nation al bank. They interpreted tho nation al banking act, with tho several amend ments thereto, as being about nfl far ns tho government ought to go in ,tho direction of meddling with the affairs of private institutions. Theso men thought tho banks should bo left as they are, and some arrangements ef fected for a more elastic currency, cither bj' moans of credit currency or by creating in tho Treasury itself n centra bank of issue, according tOitho plans proposed recently by financial writors. Called "Mushroom Idea." One of tho venerable bnnk presidents of tho city, who has studied tho question deoply, saul that tho plan wan a "mushroom idea." He said thero were many persons outside " of banks who do not undorstnnd well tho financial conditions of a given city, or tho re lation which a small city bears to a larger one, who make suggestidns. These Utterances generally, said tho banker are mere theories, which could not be npplied practically. He -regarded Mr. Bryan's plnn 'in this category. The banker said it would bo a fine thing for the government to become the trus tee of tho peoples money, but when it did, ho asked haw it was to be done without centralizing tho banking of the country in such a mnnner as practically to eliminate tho 'national bank, orvmake it a mcro appendage of tho United States Treasury, or a big central Ibank of issue. Ho thought tho plan was wholly impracticable. ' Objects to Tax Feature. Thp cashier of one of tho dow.itown banks talked about tho plan at i some length. Ho opposcfHLpn principal say ing the wcnkncss(of the proposition lay in tho tnx to bo a&scsscd upon tho banks to create tho guaiantco fund. "Why," said ho,(' should the strong bank, with its millions of dollars in ro sources, capital and deposits, bo taxed upon this volume of business) sustain the weak bank or tho ono thaF was badly managed! I boliovo this plan would work out to tho general harm of the banks of tho country. It would put a premium upon improper methods of making loans, and tho government would find it a very expensive exper iment, in my opinion." Another banker said Mr. Bryan's proposition was an oxcollcnt one. "I do not think it is quit originnl with him. At all events, wo havo discussed a, sim ilar proposition in meetings of bankers, and I havo been advocating it for years. I really believe tha if it had been car ried out years ago tho financiers of tho country would be in much moro stable condition than thoy nro now. Wo have seen tho treasury coming again and again to tho nid of tho banks in ono way and another, somotimes oven going to tho extent of treading on very thin ico, so far as legal authority was con cerned. Why should not Undo Sam go still further and assume such super-' vision of tho banks as to guaranteo tho deposits and prescribo in general terms how thoy shall bo used." One Correspondent's View Correspondent Stealy of tho Louis villo Courier-Journal sent tho following to his paper last night: "Among the cnllcrs at tho Couricr Journnl bureau today was Mr, W. J. Bryan. Ho talked mostly of his state ment of yestorday, in which tho plan wns suggested that tho government should guarantee nationnl bank doposits in national banks. A number of our bankers hero, including Mr. C. C. Glov or, president of tho fnmous Biggs .Na tional bank, and Mr. W. B. Hibbs agreed in tho main with tho suggestion of Mr. Bryan. " 'Tin vnn tint fl.tnlr onll -T T.,. Wl itUl .UillA OltlU ILl. tJlfiXll to your correspondent, 'that congress might adopt my plan, for you know that nn emergency oxists, and in my judgment it is tho best and quickest way out of tho trouble?' " 'Certainly not; do you think that these republicans on tho ovo of a presi dontial campaign aro going to give the leader of thp democratic party tho credit and prestigo of solving tho pres ent uncertain financial conditions! Not on your life,' was tho answer. "Mr, .Bryan looked a littlo dashed, and said: " 'Then you think they hold party above patriotism!' " 'Sure,' was tho, reply. " 'In your judgment then, if I had taken my views tbaljprominent repub lican and let him fathered them, thoy mny havo boon adopted!' " 'That's just about it, and if you think thnt theso republicans nro going to allow W. J. Bryan to extricnto tho country out of its presont financial dis tress, you aro tho most mistaken man in your life.' " "The Fresh-air School" A novelty in the way of schoolroom construction has been projected by tho educational authorities of Providence. A recommendation for a spocial depart ment known as "tho fresh-air school" has been adopted by tho executivo com mittee of tho school board and has tho approval of tho superintendent and of tho doctors whoso opinions havo been obtained. It is intended as a place whoro children with weak bodies may combine proper fresh air treatment with regular school work. It is to bo open not only to thoso afflicted with lung and throat rouble, but to all of defect ive vitality who do not in their own homes got tho benefit of proper ventila tion and sanitation. In short, its pur pose is to combine an educational insti tution with a sanatorium. Tho plan in volves only ono room, at least in tho experimental stage, and it is proposed to tako a room already in use, tear out the wall and substitute sashes, so that tho wholo side can be opened to the air. Tho advantages of a flood of sunshine mny also be enjoyed. Tho logic of this is moro comprehensive than tho extent to which it is planned to carry the enterprise. If a "fresh-air room" would bo a benefit to children of weak bodies, as it undoubtedly would, it phonld bo equally beneficial to children with strong ones. In a word, tho sig nificance of this idea is tho sound em phasis it puts upon tho vnluo of thor-. ough ventilation. Boston Transcript. Beor at $100 a Glass Jack Frederick is a mining promoter. On Saturday sovernl St. Paul men who havo become interested in mining prop erties exploited by Frederick, arrived in the city, and until after midnight were closeted with Frederick. At tho conclusion of tho consultation Frederick invited tho investors to have a glass of beer. At the Wallace hotel thoy found the lock was on tight. Physicians diagnoso tho trouble as a sort of ringworm, or parasite, which, to tho great annoyance of thoso attacked, burrows under tho skin, producing a blistering sore. Tho ailment differs from tho ordinary ringworm iu that it is moro painful and moro contagious. It is believed to havo been introduced into this section by immigrants. Tho way In which Pnrmentlor cre ated a demand for potatoes In France would have done credit to the wiliest of wily tradesmen. Nothing would at first induce the simple minded peas ants to cultivate the popular tuber. They would not listen to lectures on Its virtues nor accept seed potatoes free of cost for planting. Parmentler therefore decided to get tho bettor of their prejudice by artifice and with this object leased as much land as he could round Paris and plant ed It with potatoes. Just before the ripening of tho crop he posted watch ers louud the fields and Issued notices that all persons stealing potatoes would be bcverely punished, the crop being intended for the tables of tb king and nobles. Such delicacies, continued the notice, were too good for Ignorant peasants, who would touch them at their peril. Of course watch was only kept during the day, and at night tho ifelds were robbed right and left by the peasants who were curious to taste the Strang vegetable and jealous that it should b reserved for their betters. As soon as they bad tasted the suc culent tubers the pilferers were only too anxious to plant as many as they could possibly purchase, the wily Par mcntlcr's scheme thus succeeding be yond the most extravagant antlclpa-Uons.
