Tho claim has becu mado in vari ous quarters and is conceded by Demo cratic leaders, that ovon though tho Democratic candidato for prcsidont is elected next fall, ho will bo unablo to sccuro any desired legislation becnusc ho will have congress against-him. But how much worso oft will ho bo than Roosevelt is just at present, taking for granted that tho president really and sincerely wnuts tho legislation ho has recommended in his last messago to con 'gress. Among tho measures President Roose velt advocates is a postal savings bank, but how can ho got it while tho finan cial interests of tho country are op posed to it f Tho president advocates a parcel post law, but does ho think for a minute that congress is going to pass ono while the express companies aro against it? Then there arc otlicr needed measures, such as fairness to the Philippines which is opposed by tho sugar and to bacco trusts; a freo pulp or free lum ber bill, which tho lumber trust is against; rational financial legislation which Wall street would fight and tar iff revision which Speaker Cannon will not permit. Bryan or any other Democrat would not bo any worse off than Roosevelt, who makes a prctenso of busting trusts, but instead busts tho people. Tho three Moxicnn "revolutionists" aro to bo brought to Tombstone- from Los Angeles for trial for plotting an armed invasion of Mexico. El Paso just naturally ha3 to keep ' busy. Recently it was "The Merchant of Venice" and now it's bullfights. The . Herald of that city is responsible for the abolition of tho bul.lfight parades in El Paso and it has succeeded in having prohibited tho distribution of bills advertising the encounters in the plaza do toro, across the Rio Grande The Herald has just becomo convinced l after' all these years that bullfighting " ' j's low, degrading and brutalizing. Mrs ' Fiske. the actress, is given credit for tho war on bullfights in EI Paso, but wo believe that it is duo merely to the fact that tho Herald has tired of the sport (f) and, not taking into consid cration tho effect it will have on tour ist "stopovers" in tho Pass City, it wants to knock tho game, not realizing that it will mean idleness, perhaps pov erty, aye, even tho soup houso for those . who depend on tho morbid tasto of the American tourists, for their livelihood Of course bullfighting is low and do grading and brutalizing, but in our proximity to the Southern republic, we must have it, to demonstrate our supcri ority over tho Mexicans, who do not allow prizefighting. San Francisco is strenuous in its prosecutions, whether tho subjects bo grafters or rats. Just now it's a little of both. Congress does not have to go to tho Philippines to find white slavery. Tho samo kirid of slavery which Senator Lodge- says does not exist in the Islands, has been practiced in this country for years. NEW HOMESTEAD LAW. A bill has passed tho senate, it had r; already passed the houso, permitting a . second entry of homesteads, amending the houso bill, however, by substituting tho bill recently reported by tho sen ate public lands committee, which' en Jarges tho scope of tho house- bill so that "any person who has heretofore lost or forfeited his homestead entry through no fault or neglect of his own, or who was unablo to perfect his en try because of an honest mistake as to tho character or location of tho land entered, shall bo entitled to the benefits of tho homestead laws as if tho former entry had not been mado." This sub stitution will, of course, ncccssitato the returning of the bill to tho houso for its consideration, but that it will provo ac ceptable to them there can bo no doubt.
