not bo any worse off than Roosevelt,

bills advertising the encounters in the

l after' all these years that bullfighting

' Fiske. the actress, is given credit for
tho war on bullfights in EI Paso, but
wo believe that it is duo merely to the
fact that tho Herald has tired of the
sport (f) and, not taking into consid
cration tho effect it will have on tour
ist "stopovers" in tho Pass City, it
wants to knock tho game, not realizing
that it will mean idleness, perhaps pov
erty, aye, even tho soup houso for those
. who depend on tho morbid tasto of the
American tourists, for their livelihood
Of course bullfighting is low and do
grading and brutalizing, but in our
proximity to the Southern republic, we
must have it, to demonstrate our supcri
ority over tho Mexicans, who do not
allow prizefighting.
San Francisco is strenuous in its
prosecutions, whether tho subjects bo
grafters or rats. Just now it's a little
of both.
Congress does not have to go to tho
Philippines to find white slavery. Tho
samo kirid of slavery which Senator
Lodge- says does not exist in the Islands,
has been practiced in this country for
years.
NEW HOMESTEAD LAW.
A bill has passed tho senate, it had
r; already passed the houso, permitting a
. second entry of homesteads, amending
the houso bill, however, by substituting
tho bill recently reported by tho sen
ate public lands committee, which' en
Jarges tho scope of tho house- bill so
that "any person who has heretofore
lost or forfeited his homestead entry
through no fault or neglect of his own,
or who was unablo to perfect his en
try because of an honest mistake as to
tho character or location of tho land
entered, shall bo entitled to the benefits
of tho homestead laws as if tho former
entry had not been mado." This sub
stitution will, of course, ncccssitato the
returning of the bill to tho houso for its
consideration, but that it will provo ac
ceptable to them there can bo no doubt.
