easier for bears to topple over prices.
Yesterday's violent break in Hock
Island collateral Ss, which are secured
by St. LouN and San FranciM'o com
mon stock, was followed today by a
slump in St. Louis & San Francisco re
funding Is, and by wholesalo unloading
of Hock Island common stock. Thero
was some disposition to assume that
the break signalized new leadership
for a bear campaign in tlio stock mar
ket. Stocks which have been most
widely heralded for an advance in the
advertising campaign were unloaded
with unconcealed precipitation. Opin
ion gain forco that the improvement
in tlio iron and steel trado has been
over estimated.
Copper price was marked down on
tlie Now York metal exchange today;
copper warrants in London also de
clined. Silver, too, dropped back to a
new low record for an interval of five
yenrs, being quoted at 51 yt.

STRONG REASONS

There was no hesitancy about the
downward course of the market yester
day. The slump was both precipitate
and general.
Miami was the one stock among the
coppers quoted on the Bru board that
showed no sign of weakness, closing
at lO'jfTTHI,. Miami should score a
further advance as soon as the market
steadies.
The Calumet & Ilecla lias mado a
number of moderate sales of copper at
14 cents. Tt is known that other lake
copper interests have refused to enter
tain offers at 13.00 to 13.75, and the
lake coppor market can therefore be
considered firm on tho 14c basis.
Whatever may be the opinion of Mr.
Harriman's stock market operations,
there undoubtedly exists in financial
circles a great deal of confidence in
his ability as a railroad executivo and
reorgani7cr. Itj is generally believed
in Wall street that Mr. Harriman's
plan for the rehabilitation of the Gould
properties ii the cast will not be an
nounced until after he has made n tlior
ough study of the situation. It is bo
lieved, moreover, that ho will do every
thing possible to preserve the Gould
prestige, which has suffered to some
extent by the developments of tho
last year.
The independent copper properties
whoso costs average considerably less
than those of the Amalgamated com
panics, are making good profits on re
fined copper, even at present levels.
Tho Guggenheim properties, such as
Utah Copper, Nevada Consolidated nnd
Cumberland-Ely, have all felt the im
petus of" tho advanco in price, their
average cost of production being About
8 cents a pound. It is said that offers
mado within the past fortnight for a
controlling interest in Nevada Consol
idated have been rejected. Tho advance
in the price of Cnmbcrland-Ely is re
ported to be due to buying by copper
interests, who are attempting to secure
control in the open market of the two
properties. The estimated combined
output of Nevada Consolidated and
Cumborlaud-EIy. becinninp with novt.
year, is in tho neighborhood of 120,000,
000 to 130,000,000 pounds annually. The
quarterly report of the Utah Coppor
company for tho three months ended
June 30, made public on Wednesday,
shows a gross production for that period
of 11,5G8,300 pounds at an average cost
of 8.10 cents and a net profit from min
ing nnd milling of $408,998.
The unbiased student of conditions
affecting securities finds himself con
fronted with a complex problem. Men
rather than conditions govern tlio stock
markot at tho moment, and since it
wcro vain to affect a knowledge of tho
future plans of the arch-manipulators,
opinions concerning tho possiblo courso
of prices must bo ventured with timid
ity. Tho powerful operators now in
control could probably forco quotations
up fivo points in as many days just
as thoy could certainly bring about
twico that amount of a dfcclino in as
many hours, not to say minutes. For
do they not have the stocks to sell if
thoy choose to? And can they not bor
row enough money to finance another
sharp riso if such tactics appeal to
them? Any discussion of financial, in
dustrial, agricultural or political af
fairs must therefore bo regarded as
not necessarily having a direct bear
ing upon current speculation tho mar
ket is not swayed by natural conditions.
Broadly speaking, improvement is
still tlio keynote throughout tho coun
try. It is true that railroad earnings
continue unsatisfactory and that the
proposed advanco in freight rates re
ceived a check in Georgia laRt week;
it is truo also that tho government's
monthly report on crops did not meet
expectations, that wheat and corn have
advanced sensationally, that Inbor trou
bio has arisen in Canada and that gen
eral business, as represented by the
systematically compiled leturns of bank
clearings, is making but slow progress.
Yet recent developments havo nearly nil
favored better values for securities. A
few of the more salient may bo enumer
ated: 1. Call money down to !'t of 1 per
cent.

stock market, though slightly larger at
the close of the week, is still insufficient
to absorb the extensive holdings of the
