Threatened Litigation at CoartlancL Now thnt most of the available mln ing ground in the- vicinity of Court land has been practically taken, thero aro being filed in tho recorder's oilice a number or notices by parties who have riled on homestead entries in that locality. There promises to be some interesting law suits over the two claims conflicting. The homestead en tries in many instances cover ground that has been located as mining claims, but ujKm which thcro is1 no sign of mineral on tho surface or in any place in the work that 'has been done as lo cation work. Who Shoud Bo Chairman. Some doubt is impressed as to the legality of the decision of the hoard of supervisors in the matter of the chairmanship of the board, as it seems that on ballot the board failed to' elect, thcro being a tie between Gregg mid Dickinson, each having ono vote. On this point the statute says: "If they fail to elect tho supervisor longest in commission shall be chairman." Mr. Gregg's commission haviug but two years to run, whilo thnt of Mr. Dickin son has four years, it is thought by somo that Mr. Dickinson should have1 been declared chairmau, Tho action of the board was taken at the instance of Mr. E. M. Doe, the county attorney, who construed tho law in favor of Mr. Gregg. Mr. Ashurst and others, how ever, construe the law to mean that tho supervisor taking ollico to servo four years should bo declared tho chairman. At tho next mectng of tho board the opinions of several leading legal lights of tho territory will bo pre sented and read and it may bo thero will be a change. Profitable Crop. Drako has issued two important circular letters, ono toshecpmcn and one to stockmen, in which ho officially notifies all usors of tho Coconino national forest of certain reductions they must make in their out fits -beforo April 1, or Tomovo their stock entirely from tho forest. An extract from Mr. Drnko's letter to tho sheopmo'n'is as follows: "As Mr. Cooler will not bo able to meet ' tho sliecpmcn at Phoenix this year, I shall bo at tho Adams 'hotel in Phoenix, on January 25, to talk over allotments and other range matters with you. 'I call your attention to that part of tho grazing rules which provides for the grazing season for sheep from May 1 to October 31, 1909, at G cents per head. If any of you Jinvo five-year permits and desire to ,uso this short period in plnco of the period from April 10 to November .20, 1909, nt 7 cents per head, please notify this office." In his letter to tho stockmen, Mr. Drako has tho following to say rela tive to nn early reduction of their out fits: "All parties having over 300 head of stock were notified for Forest Super visor Pooler on November fl and 11, 1908, that they would bo required, in addition to a cut equal to tho amount of natural increase, to reduce their out fits beforo April 1, 1909, from 5 per cent to 10 per cent, according to the size of tho outfit and its rango rights. This ofiico is instructed to observe tho following Miles in this matter: "All permits for not moro than 300 head to be renewed without reduction, and not to exceed '20 per cent increase or 300 head total. All permits from 301 to COO head Jo bo reduced 5 per cent, provided none are reduced below 300 head. All permits from 001 to 1000 head to be reduced 7 per cent, pro vided none aro cut below 570 head, which is the highest number allowed anyone in the next lowest grade. All permits for over 1000 head to bo re duced 10 per cent, provided none ate reduced below 925 head. All parties must show that they have mado the re ductions by April 1, 1909, or remove the stock entirely from the forest." In order that tho sheepmen may make their plans for a still further reduction n year hence, the acting forester makes the following official notico to sliecp mcn: "As previous notico has not been officially given, notico is hereby given that all parties having a permit for over 4000 shcop in 1909 will bo cut 10 per cent of the permit for 1909 for the year beginning April 1, 1910, and such parties should make their plans accord ingly. This step is deemed nocossary on account of tho over-grazing of a largo part of the area within this forest. Harry Keoner, a York county farmer, con fessed today that the story told by n girl of this city, that ho killed a man on his farm last July, is true. Tho identity of the victim is still unknown.
