Tallulah, La., Oct. 11th, 1916. To the Hon Board of Commissioners for the Fifth Louisiana District. I iGntlemen : I beg to submit you herewith a pre- I I IUlinary report of the general condi tltd, of levees in the District. I desire to state, that I have not bad sufficient time silce my service t began to inform myself, so as to give ae a detailed report, so will ask your I indulgence for the limited information I I fartished. I find levee work making good pro gress where outfits have moved on the work. Beginning at the upper end of the levee system of our District, I r Sond conditions:satisfactory until Hag gaman is reached, til:. is being cared for by Major Slattery, with a tempo sary loop which is now under contract. Atherton enlargement, under con traet by Hercules Construction Co., Scaused considerable concern, as tbe oontractor has failed to comply with various promises made to put on two machines. One outfit of 2.5 team bU been at work and completed about 35,00) yards. Salem enlargement should be pushl ed, and I have made every effort to' et the contractors on it. Messrs Bab and 8tansel promised to get on 2 this work by the 15th inst., with a lrCe force and push it to completion. h, bheeld they fail to comply with this - piosise I would recommend that we eavertase for teams to do this work. Lower Cabinl Teele enlargement is eorsed by Si teams, but is being de lyed by scarcity of labor, notwith stoeaing, have made fair progress * daring the past month. 8e~d-Biggs slides and River Side Bara is nearing completion and will be completed in six weeks ieasily. Joeph thise 1n The recent Fair, held at Tallulahb, was an eye-opener to many people of this parish, when they saw the mag A. nlcent stock on exhibit, sd learned Sthat a large per cent came from Temt sas parish. We are leased to know' that Tensas is rapidly forging to the front in the live stock industry and )IP bids fair to rival the Blue Grass re glions of Kentucky and other States that have so long held the honors in the production of blooded stock. In this connection, we are pleased to an nounce, that several of out progressive the planters made investments in fine in cattle displayed at the Fair and are ile, going more deeply than ever into the live stock business. Among those to who purchased high-bred cattle at beI Tallulah recently were Messrs. David ,w- son & Rollins, who are collecting a very handsome herd of registered stock, which are being pastured on "Maryland" plantation. The last ad ditions made td the collection consist of ten young thorough-bred cows and two bulls, which bring the herd up to 26 head registered cattle, comprising the "Blackbird and Pride" strain of Aberdeen-Angus cross. In a few years the Mexican boll wevil will have ceased to be a vexation to our people, as cotton will only be a side issue and Iar no longer the one-staple crop of Ten d sas parish.
