Tho Globe Democrat prints a cable special from Breslau, Germany, which says the German Shleisohe Zcitung (newspaper) prints' tho following privato telegram from Samoa. Tho German frigate Olgo has bom barded King Mataafa's camp. The captain of tho American man-of-war protested, but seeing his protest dis regarded opened fire on the Olga. A shell burst between the decks of the German frigate doing much damage, Tho Olga then directed a torpedd at tho American ship, blowing her up with all hands. In tho police court this morning a woe-begono man of middle age, fast ened and bound in the grip of the whisky fiend, plead guilty to intoxica tion and was fined $1.00. A handsome young man, charged with drumming on tho depot platforms, was again present in court, anxious to be tried, but the witness for the de fenco was not present. He had ap peared before but the witness had not appeared, and a subpoena was served on the witness. The witnoss had told tho officer he was very sorry but he had to go off on a trip and could not appear, and packed his grip and went. The case was again continued to next Monday when the young man will dance attendance again. After several notices a capias was issued against a prominent citizen , charged with obstructing the sidewalk and the court took a short recess to en able tho p. c. to be brought into court when mutual explanations and apoli gics were tendered and defendant dis charged. s Died. This morning at G o'clock at the residence of Mr. and Mrs. T. O. Smith, South Fourth street, Mrs. Sarah 'U. Robertson, wife of Gen. Felix D. Rob ertson, of pneumonia. Tho funeral will take place at the Episcopal ohurch at 3p.m.to-morrow,Rev.DeHartoffioiating. Mrs. Robertson was the daughter of Capt. Jack Davis, of Tennessee, and was married to Gen. Felix Robertson in Tennessee, September 18th, 18G4. Tho newly married people moved to Texas in 18G5, and nettled in Wash ington county, from whence they mov ed to MoLennan county in 186!), and to Waco in 1875. Tho deceased leaves three children living, Miss Julia, Felix and Sallie, tho youngest a girl of nino years. The city will mourn with the be reaved relatives in the loss of one whoso graces and virtues endeared her to all who knew her. Of eminent, social naturo, and with a heart filled with lovo and tenderness and a soul going out in pity for the suffering, her char ities were liko tho dew and her liio made tho world brighter for all with in tho circle in which sho dwelt. Sho died a Christian woman with the re cord of a good and useful life, and will be buried w;th that christian faith which!soes in tho death of tho pure, on ly a sleep and an awakening. A petition to open an alloy and n pe tition to repair part of Speight Btrcot wcro read and referred to the streot committee. A petition from Howard Institute, n colored school, was road. Tho trustees of said school offer to turn tho insti tute over to tho city in foo simple, pro vided tho city will turn it into a puo lio school in tho first ward, name it tho Howard High school of tho city of Waco, and dovoto it to tho education of colored children exclusively. It was referred to tho school committee. Reports of tho sanitary officor, the city physioian and others wcro read and referred to respective committees or accepted. In regard to a petition at provious meeting of Tom Gumnult asking pay for injuries to his team caused by fright at the fire engine, the commit teo reported adversely, finding tho fire men not to blame for tho runaway. In regard to a similar petition from Capt. T. A. Blair, asking pay for ono horse killed and another injured on tho Fifth street bridge, which potition was presented at the last meeting and re ferred to a committee, the petition was last night referred to the city attorney with instructions to investigate tho liability of tho city in the promises. Tho petition of Goldsmith & Gor man, asking leave to erect slaughtt r houses below tho mouth of Waco creek, came up again for protracted discus sion, and action on it was again post poned. An ordinance enabling the Waco street railway company to uso electric ity as a motor power, was read the first time. Several complaints of obstructed streets were read and received atten tion. 9 m A Bomb Shell. At the request of Alderman Lacy, Mr. Joney Jones, the city secretary, prepared and presented at the council last night a statement of the condition of the city finances. The report was incomplete, as it presented only the in debtedness of the city, without taking into account the assets of the city. But from another point of view the report was sufficiently complete. By a comparison with the income ot tno city it was sufficient to show that the incomo of tho oity whioh, at 1 1-2 per cent, on 15,000,000 assessed taxable property is only $75,000, is insuffic ient to pay current indebtedness and onrrent expenses. The result any ono can seo at a glance, and it is not a pleasant thing to contemplate, but the city taxes will have to bo raised. The rate of $1,50 per hundred is insufficient and the rate must be made hiuhor the piescnt year. Tho object in securing the statement was for the guidance of the council in fixing the rato of taxation for the cur rent year, and we regret to state, as our property-holding readers will re gret to hear, that the rate of taxation must be raised. Property owners, who will bavo to grin and bear it, may console them selves with tho reflection that Waco has been especially favored with low taxes, and oven a slight incrcaso will still leave them lower than in other cities. What tho new rato of taxation will bo cannot bo determined by tho still incomplete figures, but tho increase will only bo small and Waco has much to show lor it in improvements. This is the second minstrel matinee erer given in Waco. The trial of Jas Drake charged with tho murder of Prol. Guinn, comes off at Hillsboro on the 15th inst., and that of Tom Varnoll is set for the to morrow in tho same court. Heivctt's Minstrels, although unher alded and strangers in Texas, are first class. They will open to-morrow with a matin eo at tho Garland, and end their engagement with tho night per formance. The city couucil last night did not pass on the question of the rights of the new c'tizens to publio sohool privi leges, although the school committee was instructed to report ou tho same at the last night's council. A most enjoyablo affair, whioh comes off to-night, is the Mite society, which takes place at the residence of Rev. J. H. Higbee, pastor of the Christian Church. Tho residenco is No. 313, North Twelfth street. Everybody is invited. Noxt Monday tho city marshal and policemen, armed with guns, fishing rods and gamu bags, will go hunting for dogs, and woe bo to the canine found abroad either by light of tho sun or stars. Tho colored man who rued in a horso trado yesterday and refused to tako tho horso tendered him, and whose own horso, or tho horse he traded, was taken from him, would not touch tho horse which was tied to a telegraph polo on Franklin street,Uand the animal remained there all night This morning Policeman Hall, in pity for the animal, took it to a wagon yard and had it fed. But little had been dono at noon to day by tho committees to solicit for a cotton mill except to get ready and ar range plans of oporation. A few com mitteemen have boon around with the lists with very satisfactory results. By late this afternoon or to-morrow morning the committee will bo fairly at work. From indications the cotton mill subscription is going to be raised. Beyond a doubt, MoLennan county has ono of the most long-forbearing tax collectors in the state, or out of it. Over two months has elapsed sinoo the law allowed Mr, David to close his books and publish tho names of all de linquents, but ho is still anxiously waiting for some, who rank as good oitizens, to savo him the disagreeable duty of publishing them to the world as bad pay. The limit of his disoro tion in tho matter, however, has about been reached, and in a few days ho will bo compelled to publish his list of delinquents, "let tho chips fall whore tboy may." A notico of appeal was given. Alderman C. 0. McCullooh, as will bo seen in to-days's announcements, is a candidate for re-election from the First ward. His so r vices to the .city have been so valuable that ihe First ward cannot afford to lose him. He has given careful painstaking labor to the city, and has used his fine ability and sound business sense for her in terests as for his own, and it will not bo forgotten on the day of the elec tion. Among tho now announcements will be found that of Wiley Jones for alder man of the Second ward. Major Jones is one of tho landmarks of Waco, and has been prominently identified with tho best interests of tho city for more years than ono can well rememboi'. His fino business ability, scund practi cal and progressive ideas combined with rational conservatism will make his election a valuable acquisition to the counoils of the city at a critical juncture.
