Aldermen patted an ordinance to-day requir
ing the Electric Light company to place their

Kansas City, December 19. The train
bearing the remains of Congressman Haskell
arrived here at 10 this morning, and was met
by a targe delegation from Lawrence and the
Second Congrestlonal district. Alter a brief
lop the train left for Laurence.
Washington, December 19. General
Anton G. McCook, the new Secretary of the
Senate, made ills first official appearance this
morning in announcing Ihe pattage by the
Senate of a joint resolution. Ite wai warmly
applauded by hit old colleagues and received
many congratulations.
Cleveland, O., December 19 The Enter
prise Machine company, of Geneva, has
assigned to P. M. Tuttle, with liabilitiet of
$70,000; assets unstated. Seventy-five men
are nut of employment. It It thought that the
liabilities may be met if lime it given.
IIuntincton, Oregon, December 19.
Seven desperadoes, at the point of the pistol,
robbed J. Tyfer, a merchant, of $15,000 in
cash and drafts; alto the paymaster ol railroad
conttruction ol $12,000, and othert of
amounts of from $200 to $500. There Is no
constabulary in the county, and the highway
men will probably escape with their booty.
Washington, December 19 Colonel
Uoudlnot presented an application to District
Attorney Corkhill, asking him lo protecute
William A. I'hillipt, of Kansas, charged by
llouillnot with violation of the revised statute
in making contracts and receiving money frem
Indians. The names of six witnesses, includ
ing Secretary Teller and Commissioner Trice,
are furnished to Corkhill.
New Orlf.ans, December 19. A Baton
Rouge special sayt: The Democratic State
convention met at noon. The Committee on
Credentials reported the seating of ant!
administration delegates from West Carroll
and administration delegates from East Baton
Kouge. They then asked until seven o'clock
this evening to complete their deliberations.
Granted, and the convention took recess till
seven o'clock.
Joliet, December 19. George Freestone,
aged twenty-three, a boarder at the Auburn
House, entered the room of the head cook,
Jane Haycock, last night, bound her head to
prevent her screaming and then outraged her.
When he started to leave the room the woman
gave the alarm, when Freestone ran back,
cut her throat with a knife and fled. Ite was
arrested while his -hands were still covered
with blood. He afterward confessed Ihe deed
and declared that he was intoxicated, The
woman is unconscious, and is expected to die.
The assailant was jailed amid threats of lynch
ing. St. Louis, December 19 Ittac and Leo
pold Seligman, of London, and Jesse and
James Seligman, of New York, have brought
suit in the United States Circuit court here
against the St. Loui. and San Francisco rail
way company, and William C. Wilson, a
local financial agent, to restrain the sale of
$22,000 worth of St. Louis and San Francisco
stock, recently levied on by Witson to satisfy
a judgment of $75,000, which he has lately
obtained against the Seligman's in connection
with the construction of of a piece of railroad,
which now forms a part of Ihe St. Louis and
San Francisco line in the Western part of
Ihe Slate.

Richmond, December 19. In the State
Senate to-day the report of the Committee on
Privileges and Elections, declaring the Gov
ernor's writs for special elections for the 25th,
27th, 31st and 33d Senatorial districts null and
void, and directing the President pro tern, of
the Senate to issue writs forthwith for such
election, was adopted by a strict parly vote
ayes 23, nays II. The elections are to fill Ihe
vacancies caused by fonet, Stevens, Martin
and Rue accepting Federal and Stale offices,
thereby forf-iling their positions as Senators,
and which the Governor claimed the right to
fill by elections already held under his writs
when ihe Democrats generally refrained from
voting.
Washington, December 19. A number of
friends of Speaker Carlisle, In private con
feren:e this morning, thought it best
for the Speaker to defer appointing the
committers until Monday next. It was under.
stood that the committees would be named
to-morrow, but by fixing the date of their an
nouncement on Monday, the Speaker will
have the opportunity to avoid all minor errors
which might be made by an earlier annouce
ment. As a result of the conference It was
decided that Morrison should announce th
resolution. Referring to the holiday recess,
when the House assembled on Monday It was
aecmeu no Dusiness tnouid ue transacted, but
the list of committees would be read. As yet
no authoritative statement as to the make up
of the committees can be made. The
Speaker has encountered some difli
cully in determining the heads of the com
mittee on rorcign Relations and the Com.

which my name was prominently mentioned.
I do not deny that there may have been some
ground for the charges preferred against me,
but there are some things behind the prosecu
tlon which It Is not necessary here to mention
and In which the public have no special Interest,
but which, if made public, would show that
there was more of the appearance ot a lob and
personal spite in it than a real desire to uphold
the msjesly of the law. The fact that a man
is arrested is not always an indication that he
should have been, and in my case the circum
stances did not In any manner warrant the
proceedings, except upon the part of the
officer to snow his authority, and for no other
