When tho owners or agents are un known, such notice shall be served by publication In some newspaper published In the City of San Antonio for one week, tho cost of such publication to be it charge against the property of such un known owner In front of which such sidewalk Is ordered to be constructed. At the expiration oftho time when such sidewalk Is to be completed, the City Knglneer shall Inspect,! he same nnd make his report In writing to the City Council, showing what portions ot said sidewalk have not been constructed. Upon the acceptance mid up provul by the City Council oftho report of the C ity Knglneer, provided for In Section (i of this ordinance, It shall be the duty of the -Major, In conjunction with the Chairman of the Committee on 1'iibllc Improvements mid Streets nnd Ilrldgcs, to contract for the construction of such sidewalk along the line of said street, and fronting the property orthe owner or ngent, falling, refusing or neg lecting to construct such sldewnlk In uc corilunce with the notice, served upon him or his ngent, nnd tho cost of con struction shall bo n charge ngalnst the owner of and a lien upon the lot, part of lot, or block to be charged with tho con struction of that portion of the sldcwulk on which It fronts. Kuchorihii Clerks or all Election shall keep n poll list upon which he shnll write and number the nnine or each person who votes at tho time of Ids voting, undone of theJudgei or Election, in every case, shull receive the ballot, and at the time of receiving It shall write upon it the voter's num ber, corresponding with the number on the Clerk's poll list, ami shall immedi ately place the ballot In the ballot box. No olllcer of election shull unfold or ex amine the ballot received. Nor shall they examine the suine by comparing It with the Clerk' list of voters when the votes nre counted out. Xor shall they per mit the suine to bo done. .Nor shall they examine or penult to be examined the ballots subsequent to the same being re ceived Into the ballot box, except III cuses specially provided by law. Second An all streets from ItJ feet to CO feet wide, sidewalks to occupy :K) percent or width ot street. Third On all streets from CO feet to 70 feet width, the roadway between curb line shall lie 12 feet wide.
