within the limits of the above de
scribed territory shall ever be

the City of Kennewick contracted
prior to or existing at the date
of the effective date of this or
dinance; nor shall any of Ithe
{annexed property above describ
‘ed be released from any taxes or
assessments levied against it or
’from liability for payment of out-,
istanding bonds or warrants issued
prior to the effective date of this
ordinance.
Section 3. This ordinance shall
be in full force and effect five
days from and after its passage,
approval and publication in the
official newspaper of the City
of Kennewick. _
