American Legion of Honor. \ !• It A < 11 < 11, shi ENS, In opposition to the wishes of many with whom It would work In harmony, and in the face of much abuse from some really good, I'llt misguided peo ple, this journal has long mallltal I that wholesale temperance reform by means of prohibitory laws is a practi cal Impossibility; that the only possi ble step toward temperance reform by means of laws is restriction; and that a high-license system is the only ami the aura Instrument of restriction. It lludsground for and support ef these theories in the failure of the prohib itory laws in Maine. Kansas and other stales, and Its judgment is vindicated by the operations of the high license law of Nebraska, which went into ef fect something more than a year ago, and which a Lincoln dispatch of the Ist nit. pronounced "a complete prac tical BUOCeaa." A Chicago paper, com menting on this dispatch, gives the chief points of the law. which will he of interest here: Licenses are granted by the county commissioners, or city authorities. Before any license can he granted the petitioner must present a petition for the same, signed hy .'III freehold residents of the precinct or city. This petition must he set forth that the applicant is a man of respect sble character and standing, ami the place where the jlqunr Is to he sold. If in u town or village with less than 10,000 Inhabitant*, he must at the sam* time pay into the county treas ury the sum of $600; it 111 a town or city of more than 10,000 inhabitants, $1000. This money goes to the school fund and is no Inconsiderable sum, when the aggregate is considered. If the Individual making application for license has bean titgaged in the traffic heretofore a remonstrance netting forth wherein he has violated the law may he tiled. If it be found true that he has violated the previsions o| the law. a license shall be del I. lie may ap peal to the courts. Acting upon this provision of the lav the temperance people of t he city of Lincoln last spring remonstrated agaitssl the granting of licenses to the old saloon keepers. As a ennse |Ucuce, tllrV were obliged to -ell out nominally or in fact, and to to take out a lie. nhj in another name. Next, the \ fender or intoxicants must give a bond, with two freehold sure ties, to tin-statu nf Nebraska, In the pcual sum of k«i, "conditioned thai lie will not violate any of the provis ions of this act, ai.d that lie will pay all damages, tine*, and penalties, and forfeitures which may he adjudged against him under the provisions of this act."
