However, their ii one matter to which I would like to call public attention, and that is. the absolute necessity for the establishment of a s«n itary laboratory; or, as it might more properly be called, a laboratory of hygiene. The city is put to a large expense annually, and the citi tens sutler greatly from preventable diseases. The one mat ter of typhoid fever alone, when you count the loss of time la the individual, the expense attendant upon the services 01 one other individual, to say nothing of the expense incurred for physician and medicines, will make a sum total that is very large for each individual case. The proper view of typhoid fever is that it is an entirely preventable disease; but it must be searched for systematical!}, and by persons skilled in that line of work. The same is trie of other contagious diseases. The day will come when the city will be held liable for every case of typhoid contracted within its limits. In all of our great universities there are establish ed schools of hygiene and public health; or. more properly schools of unitary science The graduates of these schools are men skilled in t&e study of causes of disease, and capable of instructing the public in sanitary matters. The position of chief of the laboratory of sanitary science is not one th.it may be filled by any young doctor—«or old one either— feels it incumbent upon himself to live at the public expense This is not an office which wotjld at any time interfere with the duties of the so-called health officer of our cities. By the way, a great deal of the disinfectants HÄ« not come within gunshot of disinfecting, and withal, one o' • sanitarian's most valuable offices would be the in«tniction°f the people through the public press of subjects directly connected with the above. There it no doubt in my m'™* that many of the men who have served on our board of health have earnestly endeavor ed to fulfil some of the require™*"l* above specified, but it is not a matter for the general petitioner. It is absolutely the work of a specialist. The expense for the establ""™*"* «' «"ch ■ laboratory might reach $4500. The sanita^n for ■ city of this siie and importance should be a man w orth not less than $2000 a year.
