and have long approved of, such as cement side
walks, steel and stone constructed public buildings,
sewer systems and die paving of streets carrying
heavy traffic with the best possible pavements on
PORTLAND CEMENT CONCRETE BASE.

country roads, even when built with borrowed funds,
are NOT BY ANY MEANS a luxury or extravagance,
but that they are absolutely NECESSARY to our nor
mal developments, socially, intellectually and com
