Cer tainly it would seem that the whole country would be for a measure that saved much money and gave greater efficiency. Hut, not so. f ifty nine members of congress, owing their political lives to "pork," defeat the will of the people. How? This way: The 59 go to the other hundreds in congress and say: "Vote for our pork and we will vote tor your tariff on steel, wool, lemons, or for an ap propriation for harbor improvements in your 'Goose Pond.'" This may not be the language, but it is the process by which the few defeat the many, by which all of us are made to spend our money waste fully to boost business at 59 different points, by which the republic is defeated In getting what it wants.
