The Russians came—11 strong -——to observe. but they did not ask the IOC to recognize a Soviet Olympic Committee. This fox-mai ity is necessary to qualify them for the Summer Games. The path still is open, however The IOC has voted to recognize a Russian committee upon notifica tion that one has been formed.
