Nothing of a startling uaturd has occurred during the past week. At last aoeounts th'a^ fleets of Spain and the United States wd* no nearer together than they were a week ago. It seems to be the policy of the HpanUb commander, Admiral Cervera, to avoid an engagement with the American ships, know-' ing that tbe latter are much stronger than his vessels, both in guns and tonnage. To prevent the news of the movements of our ships leaching the Spaniards, the navy de partment now very properly refused to give ont news of the movements of vessels, and will allow nothing in the way of informa tion as to such movements to be telegraphed from the aouthesstern coast There is ab solutely nothing publicly known, therefore, as to the whereabouts of either fleet, and the 'newB*' published in the papers professing to give such information is all based on the merest guess-work. The naval authorities promise to make public fall details alter an event of importance has occurred, provided it will not aid the enemy but Spain is not now being posted as to our plan of cam paign. The cruiser Charleston has left San Fran cisco with ordnanoe, ammunition and other needed supplies for Admiral Dewey, at Man ila, and the monitor Monterey, one of the most formidable of her class, will soon fol low. Dewey is strengthening the work cap tured from the Spaniards at the entrance to Manila harbor, and, if the expedition that is reported to be at once sent from Cadiz at tempts to enter, it is not likely that it will have a picnic in so doing. Two transports, carrying a total of over 2,000 soldiers, have left San Francisco for Manila, and other troops will be sent as fast as ships are made ready to receive them. It is said that 25,000 or 30,000 soldiers will be send to the Phil ippines. The blockade of the Cuban ooast con tinues, without special interest. The report that the Oregon had reached Key West was premature, but the navy de partment states that she is safe. The North Dakota troops left Fargo yes terday for San Francisco, where they will be put on board transports and sent to Manila.
