Based on these decisions, Attorney general Fricli, of North Oakotu, has rendered an opinion that the law of this slate requiring a primary fee is iievond the constitutional pale. Wliile the attorii-y general's opinion is, of course, not binding on county audit ors. it is not likely thai any of these officers will reluse to he governed by that opinion. It may. therefore, lie taken tor granted that no fee will he :'Charged.
