The Varsity lint building, situated at the southeast cor ner of Sixtieth street and Ellis avenue and near the Chicago university build ings, hap been destroyed by tire, entail ing an aggregate loss upon the owner of the structure and the tenants of $100,000. The building was four stories high and contained forty-seven tints, ail of which were occupied. All the tenants had ample time to escape, however, and no lives were lost. The lire started ■nt in a pile of rubbish, and for a time it was impossible to lo cate the blaze. The building bee so tilled with smoke that everybody was out before the flames were discov ered. During the lire an explosion of gaso line in a grocery store located in the building hurled Fireman James Till man from the fire escape story to tho ground, breaking his thigh and injuring him internally, llobert Hartley, another fireman, was thrown from a window' in the second story, and his heurt was badly cut. Philippine Tariff Bill Cannes' An other Heated Debate. WASHINGTON, Feb. 7.-For four hours yesterday the senate had the Philippine tariff bill under -discussion. The measure was completed, so far os the Philippine committee Is concern ed, all of the committee amendments being adopted. Several other amend ments; however, wiU be offered, one or two being pending. Toward the close of the session the discussion became heated. In response to a resolution offered several days ago by Mr. Rawlins (Utah) the secretary of, war transmitted to the senate the sedi tion laws enacted by the Philippine commission. They were rend in full and immediately drew tlie tire of the opponents of the government's Philip pine policy. Mr. Hoar (Mass.) express ed his astonishment that such laws should be enforced by the government authorities. Mr. Foraker (O.) had read from tho revised statutes of the United States the laws of congress relating to the crime of treason and similar offenses against the government and said that tlie acts passed by the Philippine mission were almost identical in their language with the laws enacted by congress in the days of the fathers of the republic and that theffe was noth ing unprecedented or unusual about them. The Ohio senator was inter rupted continually and hud several warm colloquies with senators who were opposing him. In one of them he announced with great earnestness that the American army never would return from the Philippines until it re turned victorious and that gentlemen in and out of congress, rail about it as they might, ought thoroughly to under stand that fact. At the conclusion of the debate Mr. Hoar poured oil on the troubled waters of the senate, maintaining that men might well differ on any of the great: questions now before the country, but that all were thoroughly loyul to the country and were doing their duty ns they saw it.
