United States minister to Spain, arrived on the American line steamer St. Louis from Southampton. Mr. Storer was surprised to learn that a rumor hud been circulated that he laid been recalled front his post and emphatically denied that there was the Mligbtegt foundation f<»r hiwIi u report. "I have no idea," Raid Mr. Storer, "how such a rumor could have been started. I have simply coiue home on leave of absence for ninety days be cause at this time there is no urgency for my presence in Madrid. It is not true that there has beeu a hitch iu the negotiations of the treaty with Spain, and, on the contrary, they have pro gressed most favorably, and there ia absolutely no obstucle in view to the successful accomplishment of the trea ty. 1 may say. indeed, that the most important provisions of the treaty have already been fully agreed upon. So far as the question of tbe rights of Spanish property owners in Torto Rico is concerned, the government at Mad rid is fully satisfied. The negotiation of the treaty has been somewhut pro longed not on account of any reluct ance on the part of the Spanish gov ernment, but merely because every condition ami 1 may say every phrase in the document must first be present ed to the council of state for review ami approval.
