MOMS ISSUED FOR TRE $M ELECTION Governor Hawley Calls At tention to the Amend ments to Be Voted on Nov. 6 in This State. Governor lame* H. Hawley yeater dty Issued an official proclamation set ting Tuesday, Nov. 6 as the day on which to hold the general election in the state of Idaho for the purpose of electing state, legislative and county officers, as required under the statutes. The proclamation has the distinction of being the longest In the history of the present administration. Its length Is due to the fact It contains the constitu tional amendments to he voted on this year, as well as the state and county offices to be filled. The proclamation preceding the names of the offices and the amend ments Is as follows: •To the Voters of Idaho—Greeting: "Whereas, the laws of the state of Idaho provides that a general election throughout the state for the election of state, district, county and precinct of ficers, shall be held biennially on the Tuesday following the first Monday In November, "Now, therefore, by virtue of au thorlty vested In me as governor and In compliance with the constitution and laws of the state of Idaho, I do hereby direct and proclaim that a general election shall be held by the qualified electors of the state of. Idaho at the established voting places within this state, on Tuesday, the fifth day of November, A. D. 1912. Constitutional Amendments. The constitutional amendments In the proclamation to be voted upon at the general election are named in the proclamation of the governor aa fol lows : Initiativ#. Section 1. That section 1 of article 5 of the constitution of the state of Idaho be amended by adding thereto the following: The people reserve to themselves the power to propose laws, and enact the same at the polls Inde pendent of the legislature. This power Is known as the Initiative, and lcgul votera may, under such conditions and In such manner as may be provided by acts of the legislature. Initiate any de sired legislation and cause the same to be submitted to the vole of the people at a general election for their approval or rejection, provided that legislation thus submitted shall require the ap proval of a number of votera equal to a majority of the aggregate vote cast for the office of governor at such gen eral election, to be adopted. Section 2. The legislature shall pass the necessary laws to carry this provision Into effect. Section 2. Convict Labor. Section 1. That section 3 of article 13 of the constitution of .daho bq re pealed. Section 2. That the question to be submitted to the vole of the people at the next general election be as follows: "Shall the constitution of Idaho be amended by repealing section 3 of ar ticle 13 of tho constitution, which pro vides that all labor of convicts con fined In the state's prison shall be done within the prison grounds, except where the work is done on public works under the direct control of the state?" Stats Board of Education. Section 1. That .section 2 of article 9 of the constitution of the state of Idaho lie amended to read ns follows: Section 2. The general supervision of the state educational Institutions and public school system of the state of Idaho shall be vested in a state board of education, the membership, powers and duties of which shall be prescribed by law. The state superin tendent of public Instruction shall be ex-offlcto member of said board. Section 3. The question to be sub mitted to the electors of the state of Idaho at the next general election shall be as follows: "Shall section 2 of ar ticle 9 of the constitution of the state of Idaho te so amended that the gen eral supervision of the educational in stitutions and publlo school system of the state of Idaho shall be vested In a state board of education, the member ship, powers and duties of which ahall be prescribed by law?" The state su perintendent of public Instruction shall be ex-offlcto member of said board. Legislativ# Apportionment. Section 1. That section 2 of article 3 of the constitution of the state of Idaho be amended to read as follows: Section 2. The senate shall consist of one member from each county of the state now created or hereafter to be created and the house of repre sentatives shall consist of not to ex ceed three times the number of sen ators. The senators shall be chosen by the electors of the respective coun ties and the representative^ shall be chosen by the electors of tho respective counties or districts Into which tho state may from time to time bo divided by law. Section I. Tho question to bo sub mitted to tho electors of the state of Idaho at tho next general election shall bo as follows, to-wlt: "Shall section S of article S of tho constitution of tho state of Idaho be amended so as to provide that tho sonate shall consist of one member from each of the counties of tho state now created or which may hereafter bo created, and the house of representatives consist of not to ceed three times the number of sen ators?" Limit Bonding Indobtodnoos. Section 1. That section 1 of article of the constitution of the state of Idaho be amended to read as follows: Section 1. Tho legislature shall not In any manner create any debt or debts, liability or liabilities, which shall singly or In the aggregate, ex clusive of the debt of the territory at the time of Its admission as a state, and exclusive of debts and liabilities Incurred subsequent to Jan, 1, 1911, for the purpose of completing the con struction and furnishing of the state capitol at Boise, Idaho, and exclusive of debt or debts, liability or liabilities Incurred by the Eleventh session of the legislature of the state of Idaho, ex ceed In the aggregate the sum of two million dollars, except In case of war, to repel an Invasion, or suppress an In surrection, unlesL the same shall be authorized by law, for some single ob ject or work, to be distinctly specified therein, whioh law shall provld> ways and means, exclusive of loans, for the payment of the Interest > euch debt or liability ac it falls due, and also for the payment and discharge of the principal of such debt or liability with in 20 years of the time of the contract, lng thereof, and shäll be Irrei eatable until the principal and Interest there on shall be paid and ("lscharged. But no law shall take effect until at a gen eral election It shall have been sub mitted to the people, and shall have re ceived a majority of all the votes cast for or against It at such election, and all moneys raised by the authority of such lawa shall be applied only specified objects therein stated or to the payment of the debt thereby cre ated, and such law shall be published In at least one newspaper lA each coun ty, or city, and county. If one be pub lished therein, throughout the state for three months next preceding the elec tion at which It Is submitted to the people. The legislature may at any time after tho approval of such law, by the people. If no debts shall have been contracted In pursuance thereof, re peal the same. Section 2. The question to be sub mitted to the electors of tho state of Idaho at the next general election shall be as follows, to-wlt: "Shall sec tion 1 article 8 of the constitution of the state of Idaho to amended so as to limit the bonded lndeotedness of the state, exclusive of the debt of the ter ritory at the time of Its admission as a state, and exclusive of debts and li abilities Incurred subsequent to Jan. 1 1911, for the purpose of the construc tion and furnishing of the state capitol at Boise, Idaho, and exclusive of debt debts, liability or liabilities, incur red by the Eleventh session of the leg islature of tho state of Idaho, to he limited to the sum of two million dol lars ?" Governing County Officers. Section 1.
