The greatest problem to be solved In the promotion of the public health Is how to secure the passage of ade quate laws and ordinances for the carrying forward of proper health ac tivities. This harks back to the indi vidual citizen, since It Is upon an in telligent public sentiment that ade quate financial support depends, that proper enforcement of legislation rests, and that the co-operation of the mas ses In work that cannot be accom plished by statute, is based. Through the International Congress of Hygiene and Demography the attention of the world has just been brought to the most successful efforts that have been , made to solve divers problems that ' arise before the health officers, in whom Is reposed the trust of getting the whole people to look after the health of the hole community. It is generally conceded that Knglaml leads the world in these matters and eminent health officers told the congress Just lmw Knglsnd goes about it. The de tails of her central health administra tion, the county health departments, and the borough health departments were carefully pictured. Denmark and Germany and Japan were all heard from. Some cities buy large areas of land, where it can be bought at reasonable figures, while oth ers acquire certain rights which per mit the protection of the supply from the invasion of dangerous germs. Other cities purify their water by storage and filtration. Washington has one of the flnest storage and filtration plants in the western hemisphere. Use of Ultra-Violet Raye. In some European cities the prob lem is attacked by sterilizing the wa ter with ozone. Sterilization by the application of the Invisible ultra-violet rays of light is another method re sorted to. and it Is shown that disease germs coming in contact with these rays of light which the eye cannot see, and which possesses no visible attrib utes, are Instantly killed. It is these rays in the sunlight that are so fatal to tuberculosis germs and their kin dred. and explains why sunlight puts an end to them. Chlorine compounds are also used in ionic quarters with sue cess. Colonial hygiene lias always been more successful than home hygiene, since in the colonies the government ran tell the people just what must he done and then there is no getting around it. This explains why the death rate in the army is less than among men of similar ages in civil life, and why colonial possessions usually enjoy better health than do their horn* ooun trlea. There, when the health au thorities pull the strings the people move, and one of the brightest pages In American history has been our success in saving tens of thousands of Uvea an nually through tha enforcement of san itary principles In our colonial posses sions. The canal zone in particular stands out in this regard, just as did our work In Cuba. With Colonel W. C. Gorgas as administrative officer, al though three-fourths of the population of the zone are negroes who know less about sanitation than those of New Or leans and Washington, the death rate has been forced down to perhaps a fourth or even a fifth of what It might have been but for sclentitlc sanita tion. Disposal of Sewags. Another line of aanltary activities of cities has to do with the disposal of sewage and garbage. There again Eu ropean cities show a better average than American cities, and many promi nent sewerage experts from Europe are In attendance upon the sessions of the International Congress of Hygiene and Demography to tell how many of the problems of waste disposal have been solved by them. In Birmingham, Eng land, there are extensive oxidation beds for the purification of sewage, but they, like a very great proportion of the other successful methods of sewage disposal, had their beginning In the epochal experiments made at the Law rente, Massachusetts, experiment station. It is gratifying to American patriotism to hear Dr. Travis, the British sewage expert, declare that the conception of the hydrolltic tank and the oxidizing beds is the result of close study of the numerous experiments made at Lawrence by the Massachu setts hoard of health. Dr. Karl lmhoff came over from Germany to tell of methods of disposing of sludge, the set tlings of sewage. He has a specially constructed series of tanks In which this material is kept for months and then forced out by sewage pressure for spreading on sewage beds and llnal dis posal. His idea is a modification of the Travis Idea, which frankly acknowl edges its debt to Lawrence. One of the favorite ways of dispos ing of the sewage of cities Is by dis charging it In rivers or tidal water*. The best experience has demonstrated that where there Is a flow of 45 gallons of water per second for each thousand of population, or where there is a tidal current of a mile and a half an hour, the conditions created in the rivers may be unobjectionable. Where other dis position is nëcessary the sewage Is usually run through big settling tanks where most of the organic material Is deposited. At the same time It Is treated with chemicals to partially purify it. The liquid is then carried over extensive gravel beds where it is sprayed out like water from a lawn sprayer, and permitted to Alter through the prepared beds. Through Bewago Farming. Another method of sewage disposal is through sewage farming, with an acre of land for each hundred of pop utatlon, the sewage deposited daily varying from 2,000 to 10,000 gallons per acre. Land of good absorbing quali ties must be secured, and the sewage farm must be laid off into sections Care must be taken not to overtax a piece of ground, as that hinders oxi dation and causes the soli to get "sew age sick." It must be well under drained, so that the puriAed water from which the impurities that have been Altered out can escape. The sew age is turned into big furrows at reg ular intervals, and the crops are grown upon the ridges between these furrows. It constitutes a sort of "fertilized wa ter" Irrigation, and at Berlin as much as Ave tons of hay to the acre has been gathered. Berlin paid $13,000,000 for its sewage farm plant, but, notwith standing the big interest charge, re ceives a proAt of $60,000 a year from its operation. It is manned by prison labor. Contrary to natural expectations, life on sewage farms la notably healthy. At the Parle sewage farms there Is par ticular freedom from water borne dle eases, and the death rate ie constantly declining. It is predicted that this ulti. mately will be the method of sewage I disposal generally udopted. Combining all the advantages of irrigaMon and heavy fertilization, and having demon strated that it need not be Injurious to health, it may be employed as a method of disposal that is not a Anancial drain upon the community. The evils of the smoke nuisance and methods of overcoming it got their share of attention at the hygiene con gress, while the city planning with a view to the promotion of public health, the tenement house problem ns related to tuberculosis, and the assistance of rural communities In the betterment of their sanitary and hygienic conditions claimed much attention. Other ques tions involving state and municipal hy giene extended even to the problems of eex and eugenics. Dr. Charles B. Dav enport, perhaps America's foremost au thority on heredity and eugenics, told the congress how practical social ap plication of the laws of heredity might be made for the Improvement of the race, while Dr. Raymond Pearl of Maine, revealed a program whereby a pension system might be made to aid In the work of breeding a strong and sturdy race of people in this country. The success that has attended the application of state and municipal hy giene In the United States has been seemingly phenomenal. In four years Dr. Dixon, of the Pennsylvania state board of health, and his lieutenants, were able to reduce the relative num ber of deaths In the state by 14,000.
