PEACE TALK BUS AFEtCT ON PRICES Market Weak and Close Is Down in Spite of Early Strength. Chicago, March 22.—Fears of a late .spring In the northwest and of a de cayed movement there had a bullish effect on the wheat market today. Peace talk, however, acted later as something of an offset. The fact that Liverpool reported arrivals with most of the buying controlled by the government, tended also to check upturns in prices. The opening here, which varied from Vic to %®%c higher, with May 1.09 Vi to 1.09% and 3uly 1.08% to 31.08%, was followed by a slight further advance and then in material reaction. Unfavorable crop reports from the Lfar southwest and soft winter wheat letales prevented for a time any de cline under last night's level, but fin ally the market turned down grade, in iflueneed by continued gossip as to I peace. The printing office at the Institution has been in the habit of taking print ing contracts for parties outside the school. The members of the board do not feel this Is fair to those who have printing establishments and that the principle of a state institution sup ported by the people competing with Independent business firms is entirely wrong. It became known at the state house today that Governor Alexander will not accept election or appointment as a delegate to the Democratic state con vention at Pocatello In May. He is planning to attend the national con vention at St. Louis as a Democrat but not as a delegate and expects to meet all the financial obligations re quired should he make such a trip. He says the Boise Val ley objects to filing tariffs for the sole purpose of being amenable and he thinks their refusal to change the method of handling business should be referred to the interstate commis sion by the Idaho commission. His complaint covers freight originating in Peoria, III. The Malad bridge on the Idaho-Pa cific highway in the Hagerman val ley will probably be constructed through funds raised from deficiency warrants authorized to be issued by the state board of examiners. The matter was presented to the board at a meeting yesterday. An act passed by the legislature permits the board of examiners authorizing the issuance of deficiency warrants. The state high way commission opened bids for the bridge Saturday. It will cost approx imately $30,000. The commission Is without funds to go ahead with the work and wants the board of exam iners to act. The members of the board look with favor on the proposal. E. F.
