PEOPLE Of I STATE WARNED ON SITUATION Fuel Administrator Again Appeals for Co-operation in Meeting the Present Dire Emergency. No Improvement in Condi tions Past Week—Poor People of Cities and Towns Entirely Without Coal. OPEN LETTER TO PEOPLE. Gooding:, Dec. 8.—I regret to advise the people that this week brings no relief to the coal situation. More to wins are reported out of coal this week than any other previous week since my appointment. Again, I want to urge the people to organize in every city, town and vil lage under the leadership of their mayor. CO -OPERATION*. ASKED. I have asked the county commission ers to co-operate in' this work. There should be a joint meeting of the mayors and the boards of count.» commission ers as soon as possible, and a complete and thorough survey made of every household in southern Idaho. A per sonal Inspection should be made of the «•oal bins and woodsheds. Any other kind of survey would not be worth the lime and expense it is going to incur. The situation in this town Is so serious the dealers were not able to cope with it. POOR OUT OF COAL. ; The same condition exists in other j towns and may come to every town in ; the state. Practically all the poor Î people in every town are out of coal very soon after the dealers are out. ! These people are entitled to protec I lion at a time like this of the officers j i nf the town or village where they live. They can only be protected through a thorough surve> giving the officers of every town a complete knowledge of the amount of coal in each household at the present time. Our dealers have been furnished with a list of the ' amount of coal in every household. I From now on when coal arrives here we will have a fair distribution of it. Since J have been fuel administra tor 1 have found there are coal hogs, as well as other kind of hog«. Some people are not satisfied with getting their fair share of the coal. They take I every opportunity to place orders with every dealer in town and are persist 1 ent. In their demands, when they have ample coal in some cases to last them for the next three months . APPEAL TO PATRIOTISM. There will not be any suffering in Idaho if I can have the co-operation of the people, FOR I AM AUTHOR IZED WHERE IT IS NECKSSARY TO PREVENT SUFFERING IN ANY COMMUNITY TO APPEAL FIRST TO THE PATRIOTISM, LOYALTY AND HUMANITY OF THF. PEOPLE WHO HAVE COAL, AND IF THIS FAILS TO TAKF. A PART OF ANY MAN S COAL. PAY I II M T H E M A R K ET PRICE. A N D GIVE IT TO THOSE WHO ARE IN GREAT NEED OF IT. I hope I shall not have to do this or delegate this authority In any community, HUT IF IT BECOMES NECESSARY. IT WILL BE ; DONE. I have not given up hopes that we can pull through the winter. If the i people will onl\ r take this matter seri | ou sly and help themselves. In some parts of the state, there is yet plenty I of time to go to the mountains and secure fuel. Meetings should be called and an organization perfected and this j work of securing fuel from the forests begun at once. It is the patriotic duty of every citizen iti Idaho to lend a î helping hand In this critical time so that J every effort may be made to relieve as far as possible this serious situation. F. K. I do not mean to criticise our gov ernment in stopping the shipment of certain articles intended for Russia. It would, of course, be mere waste to send the instrumentalities of civiliza tion into a region of chaos. That is not what the Russian people need, at least until stable government is re stored. What Russia needs now is leadership, is advice and counsel such as will help to bring about order and establish again the reign of law. The time is soon coining when these peopl • will seek refuge from this turmoil and suffering. That time has perhaps already arrived, for under the asinine stupidity of the censorship wc are not getting all the facts from Russia. A commission composed of able men. men in sympathy with what the Russian people wish to accomplish. bn\ experienced and wise enough to direct their movement along practical lint s, would at this particular time, it seems to me, be of great help. This is not reflecting upon the commission which went and returned. An entirely new commission should go under dif ferent circumstances. under a pro gram of our own and with a wider, deeper and broader message. It may be that it is too late; it may be. as Lloyd George said, ttbe story of Ser bia and Rumania over again. But 1 believe ve should make the effort. The possibilities are so great for good, should we succeed, and the prob abilities for evil are so great unless something is done, that we ought to try. We simply cannot as a humane and ('hristian people shut our eyes to the situation in Russia and let it go on its ruinous way. Wc should have this republic of the west on the ground, pitting its humanity. Its liberty, its experience in free government against the intrigue and machinations of the foe. What did Lafayette know about what the results would be when he come to America? What did he care so far as the question of whether he should come or not was concerned? What did Kosciusko know?
