CERTIFICATES TO TAKE PUCE OF CASH GIFTS State Headquarters in Charge of War Savings Stamp Campaign Makes Important Announcement Urge Employers to Issue Certificates in Pay Envel ope—Commercial Club to Give Help Thrift Stamps Is Report. In connection with the starting of the United States war saving;* cam paign, the treasury department In Washington und the speciul advisors whom it has called In to help block out the most effective plane are urg ing strongly that all manufacturers, merchants and other employers give elllier United State* war stamp Cer tificates or thrift cards to their em ployes in lieu of cash, if they have the custom of giving to their employes at Christmas lime. Uach state director has been urged to call attention to the opportunity which this offers the em ployers to help start the ball rolling, while at the same time giving a pres ent which has all the advantages of 1 cash plus the Important feature of giving the employes a start along the road to constructive saving. Also both giver and recipient made to feel that he is a participant in the affairs of the government and is helping In the pros ecution of tlie great war. CERTIFICATES FOR EMPLOYES. The committee of the Boise Com mercial club has in charge the collect ing of »he Chrlstmus fund from the club members, to be given to the em ployes—for there is the strictest rule against tips or gratuities in the club rooms—at once signified its Intention of giving them U. S. war savings cer tificates in place of casli when the sub ject was brought to their attention, and it Is hoped that other clubs will follow suit. The time prior to Christ mas Is too limited for either the Ada county committee or the slate head quarters to wait upon the employers of Boise, and ask that they adopt tills plan for Christmas giving but it is confidently believed that practically' all those who have been in the habit of giving cosh (fhrlstmns presents or bonuses at Christmas time will follow out this suggestion. AUTHORIZATION GIVEN. Postmaster Davis has just received from Washington the following tele gram: ' You are authorized to sell l'or cash to any person or corporation any amount of war savings stumps to be used as gifts, provided certificate blanks giving names of intended donees are filed with the postmaster at the time of the purchase. No donee to receive more than 1100 worth at one time or $1000 worth in all. Postmas ter will supply such purchasers cer tificate blanks on request." These In structions make the carrying out of the request of the treasury department In this connection much more simple. Under the former rulings postmaster* might not sell more than $100 worth of certificates at any one time to any one person. Under this ruling he may sell any amount requested so long as tlie list of the persons to whom the gift is made, together, with the amount to lie filled in on the savings certifi cate. This applies to Individuals as weli as to firms. If John Doe, for ex ample. has made a 'killing" in some ltnr of business during the year and 'wishes to give $100« worth of United States 4var savings certificates to each member of his family he may do so. Some employers might figure that their employe* would appreciate the gift more if It were made in such a way as not to tie up their money. This constitutes no real objection to the Plan as these certificates ran be nished through money order postof fices if the need for cash in place of the securitv should arise.
