Jackson'■ Report to 1919 Legislature Covered Same Ground as Made la Beoent Statement. The recent announcement and as sertion by J. K. White, state commis sioner of publto welfare, that at least 10 per cent of the Inmates of the state Insane asylum at Black foot are not In sane, but have been cent there to help counties to "get rid of them" as pos slid« county charges has brought to light tho fact that the same condition was reported to the state legislature only last winter by Dr. R. N. Jackson, former superintendent of the asylum White's statement of the condition has brought about a statewide Inter eat In the situation, and excarpta from the report by Dr. Jackson will be of Interest on the matter. Jackson's report said In part; AGED INMATES ILL. "Bo long aa the different counties feel at liberty to send all their feeble old people to ua, just because they are a care, regardless of whether they are a 'danger to life, health or property,' we must count on a good many deaths. For instance, a paralyzed, absolutely helpless old man sent here, the papers say, for senile dementia, the duration of which was put at one day, aald to he dangerous to be nt large. Careful examination and observation day after day failed to find any evidence of In sanity. lie died In three weeks. "A man of 90 years lived eleven days; another, 83, lived one week; woman weighing IB pounds lay abed three weeks and died; another, 70 years old, lived ten days. Many such cases come to us. Eastern ntntos care for such cases In their poor houses If families are unable to care for them. BUILDING CROWDED. "We do not object to caring for any kind of cases, even the most helpless, for we have plenty of them, but this Is an Insane asylum nnd we cannot, care for the legitimately committed pa tients as well, with six, eight and even us high as 20, In a room, as If there were less. HAD PARALYSIS. ''He had suffered a stroke Of pa ralysis while going to Twin Fqlls on the train, and he was taken from the train to the county physician's office. The county physicien prescribed for him and sent him out to tbo poor farm for care. That night he suffered a great deal of pain and yelled for re lief. The next day the matron.of the farm turned him ever to the probate Judge, claiming ha waa Insane, and ho waa committed to this asylum. I told tho attendant not to bring him and later the sheriff mandamuaaed me be fore Judge Babcock, who compelled me to take this patient. I went to Twin Falle and examined the man carefully, and decided to stand suit. . COURT ISSUES ORDER. ! "In Judge Babcock's court I testified ' that he was not Insane Dr. Pika. ! former superintendent of the asylum J here, testified that he waa not a fit sub- s Ject for the asylum.
