COMMISSIONERS' PROCEEDINGS. Silver City, Idaho, Monday, January 9, 1911. Pursuant to section 271 of the Politi cal Code of the State of Idaho, now Charles H. Grete, Reuben J. Gif iord and Andrew J. Harley, Commission era-elect of Owyhee county, and present their official bonds as follows: Charles H. Grete in the penal sum of $5,000. comes Reuben J. Gifford, in the penal sum of $5,000. Andrew J. Harley, in the penal sum of $5,000. \\ hereupon, I, having approved said bonds, administered the oath of office, and duly qualified the the said Charles H. Grete, Reuben J. Gifford and Andrew J. Harley, as County Commissioners for the ensuing term. Upon motion of Andrew .1. Harley, Charles H. Grete was elected chairman of the Board. J. S. St Clair, Recorder. Whereupon, it is ordered that the official bonds of the following officers for the ensuing term, be fixed as follows: Margaret Cavaney, as County Treas urer, in the penal sum of $60,000. J. S. St Clair, as ex-Officio Auditor and Recorder and Clerk of the Board of County Commissioners, in the penal sum of $10,000. A. V. Townsend as ex Officio Tax Collector, in the penal sum of $25,000; and that the official bonds of the several precinct officers at the sum of $500. The Board examined and duly ap proved the bonds of county officers follow's: John S. St Clair, as Clerk of the Dis trict Court; John S. St Clair, as Recorder, Auditor and Clerk of the Board of County Com iriissioners; Margaret Cavaney, as County Treas urer; Margaret Cavaney, as ex-Officio Pub lic Administrator ; Oscar F. Brunzell, as Sheriff; Albert V. Townsend, as Assessor; Albert V. Townsend, as ex Officio Tax Collector ; Frank S. Heer, as Probate Judge; Charles M. Hays, as Prosecuting At torney ; Jennie Farrer Avery, as County Su perintendent of Public Instruction ; Franklin W. Hulett, as County Sur veyor ; Thomas D. Farrer, as Coroner. Whereupon, the oath of office was ad ministered to such officers, and they were duly qualified for the ensuing term. Tlie official bonds of the following pre cinct officers were duly approved, and they were qualified for tiie ensuing term : M E. Pitman, as Justice of the Peace of Oreana precinct ; James Prior, as Justice of the Peace of Wiison precinct; James E. Albert, as Justice of the Peace of Bruneau precinct; William Westfall, as Justice of the Peaca of King Hill precinct; Solomon A. Newman, as Justice of the Peace of Three Creek precinct. It is ordered that the petition of J. 8. St Clair, praying for authority to ap point deputies and employ clerical as sistance, be granted, and that he be au thorized to appoint a deputy with com pensation fixed at $125 per month, and employ clerical assistance with compen sation fixed at $75 per month. It is ordered that the petition of O. F. Brunzell, praying for authority to ap point deputies, be granted, and that he be authorized to appoint deputies as follows: A senior deputy at Silver City with compensation fixed at $100 per month; a deputy at Bruneau with com pensation fixed at $50 per month ; a deputy at DeLamar with compensation fixed at $60 per month. It is otdered that the petition of A.V. Townsend, praying for authority to ap point deputies, be granted, and that he as be authorized to appoint a deputy with compensation fixed at $60 per month. It is ordered that the petition ofTiios. Penrose, P. Hardiman, M. E. Pittman, Read Bros., B. H. Hyde, Albert Boles, and others, asking that Michael Hyde be granted a license to sell intoxicating, spirituous, malt and fermented liquors and wines at Oreana for the period of twelve months, commencing February 1st, 1911, be and the same is hereby granted. The Board examined and duly ap proved the Liquor Dealers' bond of Michael Hyde for a license to sell intox icating liquors at Oreana, and ordered a license issued to said applicant for the period of twelve months, commencing the first day of February, 1911. Ordered that the Board do now ad iourn until Tuesday, the 10th inst., at ten o'clock a. m. Tuesday, Jan. 10, 1911. Board met pursuant to adjournment at 10 o'clock a. m., with all members present. It is ordered that the Board adopt the following order of business: 1st. Reports. 2nd. Action on bills. 3rd. Resignations. 4th. Petitions. 6th'. Appointments. 6th. Ttliscellaiieous business. In the matter of the organization of of the Grand View Irrigation District: The returns of the election to deter mine whether said district should be organized and for the election of officers thereof having been filed with the Clerk, the Board proceeded to canvass the votes so cast and it was found that a total of 36 votes were cast, 32 of which were "Irrigation District—Yes" and 4 were "Irrigation District—So." following named persons received votes as stated for directors of said district, as follows : 1st division : A. E Bailey, 36 voteB ; 2nd division : Otto R Bolen,25 votes; Fav Byfield, 11 votes ; 3rd division: NG Massey 19 votes; Ross McKeeth 17 votes. It appearing that lawful and timely notice has been published prior to the date of election for the length of time required by law, and the returns of said election having been duly filed with the Clerk of the Board showing that said election was held as advertised on the 2nd day of January, 1911, and the Board having this day canvassed the returns of said election, It is ordered that the territory within the boundaries of the Grand View Ir rigation District heretofore established be and the same is hereby declared duly organized as an irrigation district under the name and style of the Grand View Irrigatidn District, and A E Bailey, Otto R Bolen and N G Massey are de clared to be the elected directors of said district. The territory within the said district is particularly described pages 126 and 127, Commissioners Rec ord No. 4, of Owyhee county, Idaho. Sitton, and others, for the surveying, platting and recording of a certain road in T. 5 S., R. 10 E., be laid over until the next regular meeting of the Board, in order that the necessity therefor may be in vestigated by the Commissioner from that district. It is ordered that the petition for the appointment of James Murray as Con stable of Silver City precinct be granted.
