San Francisco, June 1.—Assistant District Attorney Francis J. Heney, head of the graft prosecution, in a statement outlines the policy of the men who have made possible the in dictment of nearly a* score of San Francisco wealthy capitalists. Mr, Heney denounces as malicious falsehoods the charges which have been made that the prosecutors are in fluenced by political motives and open ly charges that some of the most pow erful financial interests of the country have been brought into the battle on the side of the alleged bribe-givers. Says Calhoun Asks Banks' Aid. Heney declares that the greatest crisis in the graft exposure is now at hand, and that the greatest crisis in the history of San Francisco goes side by side with it. The prosecutor charged that President Patrick Cal houn of the United Railroads has sought the aid of the wealthiest bank ers and merchants of the City to free him from the. clutches q{ the prosecu tion ^nd prevent bis having to pay the penalty for hia alleged crimes. A meeting was held a short time ago, he says^at which Calhoun called together a number of the heads of the largest San Francisco banks and sought their aid through a thinly veiled request for backing in the carry ing-on of the car strike. The powerful influences which l\fj set at work to injure the prosecution, Mr. Heney says, hav§ been hampering the prosecutors a certain extent, as they'have raised a sentiment of doubt to the real motives behind the in vestigation, and he calls upon the citi zens of San Praneisco to give their' fullest assistance to the work that is' still to be done. Bribetakers Gfven Immunity. Admitting that the 16 confessed bribetakers on th© board. of super visors have been promised immunity from prosecution, Heney declares that this step was essential to the carrying out of the work at hand. He stated that every effort to gain legal proof ot corruption and bribery deals failed' un til the confessions were secured from the supervisors, and that to secure tli^se the promise of immunity was given. mmm Importers of Shorthorn Cattle.. 7 'K A sXm Judge D. Heney asks the pertinent question: "Which is the mail who should be pun ished for the crime if one must be al lowed to go free—the corifesser bribe taker or the unconfessed bribe-giver?" "Let us show," he continues, "that no man, however wealthy he may be, is greater than the law.
