They seem to look on these towns as possible rivals of this city and thmk that wc should not help them on. The Times does uot thiuk this is thf best policy. Iu every section of the North there are uutnbers of small towns and villages, they are scattered througt the couutry at intervals of six orsevei miles, all being tributary to some large city in the sectiou. These small places will not hurt Roauoke iu the least, rather they will help her; they will be the spokes in the great wheel of Souib west Virginia, of which this city will be the hub. This great sectiou is notouly to bei tniuiog and agricultural country, bu more than that it is to be a yre:. mauufactuiiug centre, and as this be? comes more and more patent.nt will be j seen that small towns will become : necessity. it doesn't fit. Confined on a Brldgti Between Canada | and tho United State*. Niagara Falls, Ont., April 13.? Three Chinamen, two of whom at? tempted to cross the frontier with Mun Lee two weeks ago, the other a stranger, presented themselves for admission tc Canada yesterday, having been hustled over to this state by United States offi? cers. The two belonging to Man Lee's party were allowed admission, having Canadian customs certificates in their possession. The stranger not having the necessary document and only $10 to pay the Canadian tax of ?50, was denied the privilege given to his two com? panions and was seut back to the Ameri? can side and was there stopped and the gates of the bridge closed on him. The only place for the Chinaman was to remaiuou the bridge, where he has been over since, and is likely to remain for some time. Collector of Customs Flynu communicated with the coinmis sio'ner of customs at Ottawa for in? structions. The commissioner replied to have him sent back from whence he came. Further communication has been sent and no doubt the matter will bo brought before the Washington authorities. Meanwhile the Celestial remains on the bridge. A Laborer's I.uc New CASTLE, Pa., April IS.?John Devlin, <-f west New Castle, received a letter from a tirm of Boston lawyers, stating that a cousin of his had died in Ohio and had left him all his property amounting to $500,000. Dr. Devlin is a poor man and has for years been a laborer in Raney & Berger's furnace, this city. Wilmington Italians on StriUe. A Publisher Embarrassed. Philadelphia, April 18.?A. H. Hub bard, the owner of Hubbard Bros.: publishing house, 408 Race street, will meet his creditors today to try to ar? range a basis for the settlement of their claims. He is financially embarrassed and cannot ?0 on with his business un? less he is given an extension of time. His liabilities amount, it is said, to $140, 000, and ne places his assets at about $200,000. The assets are. however, of such a character that they cannot be converted into cash off hand. The Lculgh Valley Wins. Haerisrcrg, April IS. ?An opinion in favor of the defendant was handed down in the case of the Commonwealth against the Lohigh Valley Railroad company, an appeal from resettlement for tax ou capital stock. Tho state's claim was for $744,000, being tax from 1S75 to 1837 inclusive. The court holds that the defendant is not required to pay tax upon that proportion of its stock represented in tho New Jersey section of the railroad. Extensive Forest Fire.*.
