,Louisiaua, composed of the Parish of
Vermilion.
Pursuant to adjournment the mem
bers of the Democratic Executive
Committee of Vermilion Parish met,
S:aturday, August 6th 1904 at Abbe
ville, La there being a quorum present
and l)r. C. J. Edwards presiding as
chairman and D. L. McPherson as
secretary.
The following proceeding were had
and resolutions adopted;
It is resolved and ordered that on
Thursday, the 1st day of September
A. 1) 1904. a Democratic Primary
Election shall be held and is hereby
ordered to take place throughout the
17th Judicial District of Louisiana,
for the selection of a nominee for a
a candidate for the office of District
Judge and for the office of District At
turncey in said district, at which ri -
mary election a plurality oftbe votes
,a5st shall be required and necessary
for the onomiuation of a candidate to
said respective offices.
A polling booth shall be established
at the following voting places in the
parish, at which the said primary
,election shall be held, and the polls
shall be opened at 7 a. m. and shall be
closed at 6 p. m.
The polling places shall be:
1st ward-P 1 LeBlane
2nd ward- Alphe Boudreaux.
3rd ward-Courthouse
4th ward-Robt Boudreaux
5th ward- No I Albert Fabre

6th ward- No 1 Cleophas Vincent

There shall be erected in front of
each polling place barriers inclosing
a space of at least 30 feet square. Each
such inclosed space shall contain one
or more tables or shelves of convenient
height for writing, and shall be furn
ished with such supplies and conven
iences, as will enable voters to conven
iently prepare their ballots for voting,
and not more than one voter shall be
allowed within the barrier at any one
time.
Three commissioners shall be se
lected by this committee to preside at
each polling plawe and conduct the
election there. Each candidate shall
submit the name of one pelrson for
appointment as cintuissioner at each
polling place.

the election, who shall perform all
duties of the regularly appointed
commissioners. Should any one of the
commissioners appointed be then pres
ent, he shall appoint another, and both
together shall appoint a third, as above
provided; the commissioners so ap
pointed shall take the oath and per
form all the duties of commissioners
of election in the same manner as if he
'had been appointed as herein before
provided. Before entering upon the
discharge of their duties, the commis
sioners of election shall swear each
other to faithfully, honestly and
impartially conduct the election.

complete list of the poll tax payers of
each polling place for the years 1902 and
1:03, who have paid their poll taxes on or
before the 8lst day of December of said
years respectively which list shall be
supplied to the commissioners of the
respective polling places. and all persons
whose names shall appear on said list,
who are duly qualilied voters. as shown
by the registration list furnished by tht
registrar of voters, shall be allowed to
vote without the fet.mality of producing
his noll tax receipts,
Should a voter's name not appear on
said list of poll tax payers and it is shown
upon the otficial list of voters, he shall
be allowed to vote upon production of his
poll tax receipts for the years 1902 and
1lo;03 and making affidavit that he has
paid said poll taxes on or before
the 31st day of December of each
year respectively and this affida
vit together with his receipts shall be
annexed to his ballot for ideuntrication.
Should a voter's namue appearing upon
the list as having paid his pol! taxes for
the years 1902 and 1.03, not appear on the
registration liht furnished to the commis
sioners by the registrar of voters,. he shall
Ihave the right to vote upon allidavit that
he is a duly qualified registered voter
and that his name has been omitted from
said registration list and this attidavit
shall bh annexed to his ballot for identi
tication.
'Ihe above provisions regarding poll
taxes shall not apply to persons who ar'
deaf, dumb or blind. nor to persons under
twenty-three years of age who have paid
,all poll taxes assessed against them, nor
to persons over 60 years of age.
That the names of all candidates shall
be printed on one ticket in alphabetical
order under the head of each office, and
said tickets shall be delivered to the com
missioners at the various polling places
together with the ballot boxes and poll
list. (Candidates will be suoplied with a
reasonable number of tickets upon appli
cation made ten days prior to the elec

erase or scratch with pencil or pen the
names of those candidates for whom he
does not wish to vote. No ticket shall
be counted upon which the names of all
the candidates are not printed. The tick
etsshall be printed on white paper of
uniform size and the following pledge
shall be on each ticket "I pledge myself
to support and vote for the nominees of
this election."
' The said primary election shall be con
ducted in all respects under provisions of
Act No, 133 of 1900, commonly known as
the Primary Election Law, but "in addi
tioun thereto it shall be the duty of the
commissioners at the polling place to keep
one list of the.persons voting, which list
shall be numbered consecutively from
one to the end; and such list so kept and
numbered shall be signed and sworn to
as correct by them immediately upon
closing the polls and before opening the
ballot box. The list shall be deposited
in the ballot box with the ballots after
the count is over.
Ihmnediately after the signing of said
list the commissioners shall proceed to
publicly canvass the votes in the pres
ence of all who may wish to witness the
same. They shall make tally sheets iti
duplicate, shall tabulate the votes and
sign the same and swear to their correct
ness and publicly announce the results
to the by-standers. These returns as soon as
completed shall be enclosed -in careiully scaled
packages and shall be immediately delivered by
the commissioners to the chairman of the com
mittee who shall carefully .preserve the same

'T'here shall be an elect4on committee of five
persons to be elected by the executive cocnmi ttee
who shall have charge of the preparation of
the details of the election and other matters
pertaining thereto. They shall send the neces
sary supplies, ballot boxes, tickets and parapher
nalia to the commnissioners of election in due
time.

court house in Abbey ille, La., at ii o'clock a. m.
