Third District Ferry Franchise. The specifications for this franchise have been carefully prepared by our ferry committee and copies of which have been sent prospective bidders, and to the city engineer, requesting them to suggest any changes in their judgment that should be made. The idea is to have the specifications as free as possible from objectionable features in order to be certain to have bidders.
