NUMBER 28 .===.= Lombard Head of Good Roads Bids for First Road Built Under Joint Payment by State and Parish to be Opened April 26, for 32 Miles of Highway in Grant Parish. Grant parish has the distinc tion of being the first parish in Louisiana to let out the building of a highway under the law pro viding for joint payment by the State and parish. This parish also has the unique distinction of having qualified to share in the provisions of this law six months before the law was approved at the polls. It is therefore with peculiar satisfaction that the Chronicle congratulates the friends who so faithfully labored with us to carry the special tax for good roads, and to find that we are able to make good our ante-election promises that the State would help us build our roads. An advertisement run ning elsewhere in our columns confirms this statement, as does also the following sent out by the Good Roads Department, viz: O ffi cial announcement was made on Saturday, April 8th, by the Highway Department of State Engineers, room 104, New Court building, New Orleans, that bids will be opened on Wednesday, April 26, for the first stretch of road under the law passed by the Legislature of 1910. The ad vertisement for proposals began on Monday, April10th. The lo cation of the road is in Grant parish. Of equal importance is the an nouncement that, instead of ap pointing the $5000 State Highway Engineer, Authorized by the law, an assistant State Engineer will be assigned to the work. The department was organized on February 1, 1911, under Act 49 of 1910, and is the result of the ratification by the people in November of a constitutional amendment levying a quarter of a mill tax to be used in connec tion, with local taxation in the creation of a comprehensive good roads system. GERVIAS LOMBARD ASSIGNED. There have been a number of aspirants for the position of State Highway Engineer, but the Gov ernor and the department desir ing to inaugurate the work on grounds of rigid economy, decid ed indefinitely to postpone for the time being the filling of the posi tion and to assign Assistant Ger vias Lombard to the office with out extra compensation. Mr. Lombard's friends in Grant parish are highly gratified over his advancement. The salary and traveling ex penses of the meners of the Board of Engineers being already provided for by direct appropria tion, this action will result in a saving to the State Highway Fund of not less than $6000 per annum. THE OFFICE FORCE. As required by law the Board of State .Engineers has provided and equipped offices for the High way Department and employed the necessary force to carry on its operation. This force con sists: First Of a superintendent of construction, George L. Cooley, from the office of the Public RoadsDepartment of Agriculture, Washington, D. C., with which he had served in that capacity through the country for a num ber of years, and, by assignment of the government at the request of Governor Sanders, in this State for the past two years. Second-A secretary, C. C. Sandoz, an accountant of recog nized ability, formerly first as sistant to the Supervisor of Pub lic Accounts. Third-A draughtsman, C. M. Kerr, a young civil engineer of several years practical experi ence in engineering work in the office and in the field. The engineering work in the field will, as long as practicable, continue to be carried on by the Board of StateEngineers, through its regular corps of employes, another source of economy to the State Highway Fund and De partment. TEN PARISHES FILE APPLICATION. The parishes throughout the State, by special letter, having been advised of the organization of the department and of the main provisions of Act 49 of 1910, applications for State aid, in con structing and maintaining their main traveled highways, have al ready been filed by the following parishes: Grant, DeSoto, East Baton Rouge, Plaquemines, Cad do, Iberia, Franklin, Natchitoch es, Webster and East Carrol. In quiries how to obtain the State aid have already been received from several others. In consequence examinations, surveys, maps, profiles, etc., are under way for a number of such projects, in the several parishes so far applying for State aid and qualifying under the law, with the view of advertising for pro posals to construct. Among the first ready for ad vertisement is the project to build thirty-two miles of public high way extending continuously from the town of Colfax to the town of Rochelle, Grant parish, La. Newspaper's Files are Its Own. The civil district court of New Orleans has decided that the files of a newspaper are its own, and may not be hauled into court whenever an attorney desires to prove anything by them. All the newspapers of the State have suffered from the mistaken notion of the lawyers that newspaper publishers may be yanked into court by means of a summons and made to produce their files at a moment's notice. The files of a newspaper are kept and bound at considerable cost and trouble; and they have considerable value. The judge of the district court in New Orleans has virtually decid ed that copies of any item in the files properly attested, are just as good evidence as the original documents themselves. - Lake Charles American-Press. The Lealasa CLhetaaqual The Chautauqua at Ruston has been sold out for purposes of liq uidation, and a company has been organized at a capitalization of $50,000, with $5,000 paid in, to buy in the Chautauqua. It is proposed to revive this popular institution along the lines that made it so successful in bygone years, and work on the grounds will begin at once. The build ings are in good condition, and it is hoped to have an attractive en tertainment this summer. Constipation bring. many ailments in its train and is the primary cause of much aickneote. Louisiana. subject to State taxation. annually, for a period of five years for the purpose of constructing, repairing, and equip ping public school buildings, ipurchasing sites. titles to which shall be vested in the public. for paying teachers, in fact for gener al edli cational purposes.
