BIurkett, special auditor appointed by Governor llays to sift the board's affairs to the outtonm, that the taxpay ers of thle district have lost fully $100. 0O0 since 1.190 because of the loose a;nd unbusiness-like systeni of collectinii delinquent taxes and, in some cases. the "criminal carelessness of delini quent tax collectors or (counlission ers." In fact, the substance of Capt. Bur kett's comments was that the district had been milked at every turn in the matter of taxes. Wl'ile deploring that sort of mismanagement and mildly censuring the board for putting up with it, nothing in his audit showed a dis honest intention on the part of the levee board. He attributed the situa tion to a lack of system and to the de linquent tax collectors, or commis sioners in the district. "You are getting only 17 per cent of your delinquent taxes," so ('apt. Bur kett's report ran, "and the remaining cognizance, that a remedy for this con missioners. The conditicns surround ing commrissioners' settlements in some instances so palpably suggest fraud, of which the attorney for your board has cognizance, tha ta remedy for this con dition of affairs is most earnestly sug gested." "I am glad to report to the gover nor,'' said Capt. Burkett, "that of the $690,000 collected and spent during r the period of my audit, not one dollar was spent with any wrong intention, and with the exception of the errors to which your attention has been di rected, every dollar was s:;ent wisely ad is fully accounted for." It took ('apt. Burkett about two min utes to explain the exceptions-two or three things about the letting of con tracts that did not apear on the record as regular; it took the board about an hour to amend the minuteu, move and resolve and to get the records straight. According to Capt. Burkett's report all kinds of schemes were figured out in the collection of delinquent taxes to run up a bill against the levee board. He had the signed statement, he said, of the commissioner in Craig head county that land sold for taxes in 1909 had been relisted as unknown land and sold for taxes every year since. It costs the levee board money to sell land for delinquent taxes. "This is costing you thousands of dollars every year," said Capt. Burkett. "I recommend that in this case you get hold of the deeds to this property." Senate Makes Slow Progress. Washington. - Senate committees are making slow progress on the Clay ton bill, the railroad securities meas ure and the trade commission bill. The Interstate Commerce Commiteee vir tually agreed to amend the section of the trade commission bill which would make unlawful "unfair competition." The amendment would authorize the proposed trade commission to deter mine what constitutes "unfair compe tition" and to order it stopped. In each sase there would be a full court review. New York.-The engagement was announced here of Miss Constance Buel to Vivian Burnett, the original of "Little Lord Fauntleroy," one of the many books written by his mother, Mrs. Francis Hodgson Burnett. Miss Buel is a daughter of Clarence C. Buel, a well-known magazine editor. New York.-The terrific heat wave that enveloped the East Friday caused 11 known deaths and dozens of pros trations, Three men died here and 17 persons were overcome. Carbajal Anxious for Peace. Mexico City.-Fellcitations to Provi sional President Carbajal were extend ed Friday at the national palace by the ensatire diplomatic corps, through the Spanish minister. The minister ex pressed the hope that order soon would be restored throughout the republic Mr. Carbajal assured the diplomats that he had assumed the office only with the hope of bringing relief to hie country and that nothing would be done by him to interfere with adjust fnent of situation satisfactorily.
