Whereas, said proposition was law fully carried at said election,as shown by the procès verbal of the Police Jury canvassing the returns of said election on the 7th day of July, 1919; and, Whereas, the result of said elec tion was duly promulgated on the seventh day of July, 1919, as requir ed by law, and no contest has been filed notwithstanding more than 60 days have elapsed since the date of said promulgation; and, Whereas, the Police Jury of the Parish of St. Landry, is recognized by the constitution and laws of this state to be the governing authority of said'road district; now, therefore, Be it ordained by the Police Jury of the Pariah of St. Landry, in reg ular and lawful session convened: Section 1—That the president and clerk of this Police Jury shall be and are hereby authorized for and on be half of the Twelfth (12th) Road Dis trict, Second Police Jury Ward of the Parish of St. Landry, State of Louis iana, to incur debt to the amount of Seventy-five Thousand Dollars ($75, 000.00), and to make and sign serial negotiable coupon bonds of said road district therefor, numbered consecu tively from one (1) to seventy-five (75), both inclusive, the first_ of which sb»H become due on the first day of July, 1920, and the bwt of which shall mature on the first day of July, 1959; and which shall bear interest at the rate of five per cent (5 per cent) per annum, payable semi-annually, from date 1 j* terest coupons attached to each bond; and said bonds shall not be sold for less than par. _ Section 2—That the proceeds of said bond issue, when negotiated, shall be deposited in the treasury of said parish, and there shall be and re main as a trust fund to be used only for the purpose for which the same were raised as set forth m the pre amble hereof. < Section 3—That said bonds shall be of date the first day of Jul F* and shall begin to mature on theprst day of July, A. This borid is one of a series of Seventy-five (75) bonds of the de nomination of One Thousand Dollars ($1,000.10) each, and numbered from one (1) to seventy-five (75), inclusive, issued by the Police Jury of the Parish of St. Landry, for and on behalf of the Twelfth (12th) Road District, Second Police Jury Ward of the Parish of St. Landry, as rep resenting an indebtedness incurred in the exclusive purpose of contract ing for, acquiring, laying out and constructing a system of modern pub lic roads within the limits of said road district, and issued in accor dance with the provisions of the Con stitution and laws of the State of Louisiana, in pursuance to an elec tion held in said road district, on Tuesday, June 24, 191, the result of which was duly canvassed, declared, promulgated and registered accord ing to law, of which said election there was no contest and none can now be lawfully made. And it is hereby certified and re cited that all acts, conditions and things required to be done precedent to and in the issuance of said bonds have been properly done, have hap pened and have been performed in regular form and duly as required by law, and that said indebtedness does not exceed any statutory or con stitutional limitations. Each bond shall be signed by the President of the Police Jury and the Clerk thereof, and the said officers are hereby required to have written printed or engraved on the reverse of said bonds, the following certif icate : "This bond secured by a tax. Which certificate after the delays provided by law have expired and in accordance with Section 31 of Act 256 of the General Assembly of the State of Louisiana, for the pear 1910, and the laws amendatory thereof, shall be signed by the Secretary of State of the State of Louisiana, and have attached thereto the great seal of the State of Louisiana. The in terest coupons attached to said bonds shall have printed or engraved there on-the fac-simile signature of the President and Clerk of the Police Jury. And when said bonds are thus is sued and signed and registered by the Secretary of State according to law, they shall again be taken into pos sessio« by the Clerk of the Police Jury and by him held until nego tiated. Section 4—That when said bonds have been signed, issued, registered and returned to the Clerk of the Po lice Jury they shall be ready for ne gotiation and the President of the Police Jury is hereby authorized ful ly for that purpose. Section 5—That the Police Jury of the Parish of St. Landry shall levy on all taxable property in said road district in accordance with law, at the same time as other taxes are levied in addition to all other taxes now authorized by the Constitution and laws including any special tax, tax above all said taxes sufficient to pay the principal and interest of the bonds herein directed to be is sued as the same may mature; which tax may be levied and extended on the assessment rolls at any time prior to the final collection of taxes due for that particular year; and when collected shall be used for no other purpose than that of retiring ma turing bonds and coupons. Section 6—That the Clerk of the Police Jury shall cause the original of this ordinance to be recorded in the mortgage records of the Parish of St. Landry, and also published in the Star-Progress, the official jour nal of the Parish of St. Landry, ac cording to law. Section 7—Be it further ordained, etc., that this ordinance take effect from and after its promulgation. Rushing offered the fol lowing ordinance, duly seconded, to wit: AN ORDINANCE Amending Sections 2 and 3 of the or dinance adopted by the Police Jury March 2, 1897, relating to lawful fences and providing for the impounding and sale of cer tain animals, be amended so as to read as follows: Section 2—Be it further ordained etc., that by the authority aforesaid animals shall be permit an ted to rove ish of St. times, except that break a m the Par Landry at all those animals lawful enclos shall ure or fence, which not be suffered to rove at any time, but may be lawfully disposed of as hereinafter provided; provided, that no hogs, sheep or goats shall be al lowed to run at large within the lim its of the Parish of St. Landry. That the ward constables or any citizen of the Parish of St. Landry are authorized to take up or cauae to be taken up all hogs, sheep and goats found running at large within the limits of the Parish of St. Landry, and to empond said hogs, sheep or goats at some central and convenient place within their wards, to be selec ted and used permanently by said constables for said purpose. Mr. Clarfk immediately took us in charge and showed us the new stock he recently purchased for his winter trade—and all is so beautifully dis played, too. He has installed the most up-to-date furniture and fix- ! i tures, and according to him his place j ♦ "looks like a genuine, up-to-date jew elry store." The young jeweler is satisfied be yond doubt at the move. He says that he can already perceive a materi al increase of business— t;hat in spite of the very adverse weather condi tions experienced in this parish for the past several weeks. He expects to do a larger business this fall than at any time since he has been in the business, and he says "I am prepared this year to serve my customers. I have the biggest stock I have ever carried." CITY MAY PASS STOCK LAW SOON Understood Majority of Coun cil Favors Measure Urged by Commerce Chamber Opelousas will have a stringent stock law within a short time, if re ports current on the streets during the past week are correct. It is said that three members of the city coun cil are in favor of the movement re cently inaugurated by the Chamber of Commerce, and that at the next meeting of the city fathers an ordi nance, which will forever keep the 'infernal cows" off the lawns and gardens of civic beauty-loving resi dents, will be adopted. Present conditions have been a urce of much disappointment to hundreds of public spirited citizens of Opelousas. A campaign fox a 'city beautful" has been considerably retarded because the Chamber of Commerce has thus far been unsuc cessful in its attempt to convince the city authorities that the adoption of a stringent stock ordinance would not impose any hardships on the poor cit izens of Opelousas. Now that three members have as sured the Chamber of Commerce that they were willing to vote for an or dinance making the fine so heavy that it would be a hardship to allow one's cattle to run over the city.
