Cummings offered the 'Ufwing ordinance, duly seconded, ►wit: AN ORDINANCE Whereas, an election was held in le Twelfth Road District of the Sec Police Jury Ward of St. Landry h, State of Louisiana, on the day of June, 1919, in pursu to an ordinance of the Police . - adopted on the 6th day of May, •19, notice of which was published Börding to law; and, k Whereas, the question submitted ' •Wd election was to determine the sition : *"To incur debt and issue serial ne Jhable coupon bonds of said Twelfth **th) Road District, Second Police Ward, Parish of St. Landry, to the amount of Seventy-five sd Dollars ($75,000.00), to for periods of from one (1) to (40) years, from the first day of July, A. D. 1919, and to bear in terest at the rate of five (iper cent) per cent per annum fron» said date until paid; interest on all said bonds to be paid, semi-annually and said bonds or funds derived from the sale thereof to be used and expended un der the direction and control of the Police Jury of the Parish of St. Lan dfy, La., as the governing authority of the said Twelfth (12th) Road District, Second Police Jury Ward of the Parish of St. Landry, La., for the exclusive purpose of contracting for, acquiring, laying out and construct ing a system of modern public roads within the limits of said road district, the title to which shall vest in the parish and public. A sufficient tax shall be levied each year to meet the payment of the bonds and interest." Whereas, said proposition was law fully carried at said election,as shown by the procès verbal of the Police Jury canvassing the returns of said election on the 7th day of July, 1919 and. Whereas, the result of s aid elec tion was duly promulgated^?! the seventh day of July, 1919, as requir ed by law, and no contest has been filetf notwithstanding more than 60 days have elapsed since the date of said promulgation; and, Whereas, the police Jury of the Parish of St. Landry, is recognized by the constitution and laws of this state to be the governing authority of said road district; now, therefore, Be it ordained by the Police Jur» of the Parish of St. Landry, in reg ular and lawful session convened: Section-1—That the president and clerk ofthis Police Jury shall be and are hereby authorized for and on be half of the Twelfth (12th) Road Dis trict, Second Police Jury Ward of the Parish of St. Landry, State of Louis iana, to incur debt to the amount of Seventy-five Thousand Dollars ($75, 000.00), and to make and sign serial negotiable coupon bonds of said road district therefor, numbered consecu tively from one (1) to seventy-five (75), both inclusive, the first of which shall become due on the first day of July, 1920, and the last of which shall mature on the firet day of July, 1959; and which shall bear interest at the rate of five per cent (5 per cent) per annum, payable semi-annually, from date .with in terest coupons attached to each bond; and said bonds shall not be sold for less than par. Section 2—That the proceeds of said bond issue, when negotiated, shall be deposited in the treasury of said parish, and there shall be and re main as a trust fund to be used only for the purpose for which the same were raised as set forth in the pre amble hereof. Section 3—That said bonds shall be of date the first day of July, 1919, and shall begin to mature on the flirt day of July, A. D. 1920, and shall be come due and payable each year thereafter until and including the first day of July, A. D. 1959 ,and shall be in numbers and amounts as follows : Seventy-five (75) bonds of the de nomination of One Thousand Dollars ($1,000.00) each, and dates of ma turities as follows, to-wit: One (1) bond, payable July 1, 1920. Each bond shall be signed by the President^ of the Police Jury and the Clerk thereof, and the said officers are hereby required to have written printed or engraved on the reverse of said bonds, the following certif icate : "This bond secured by a tax. Which certificate after the delays provided by law have expired and in accordance with Section 31 of Act 256 of the General Assembly of the State of Louisiana, for the pear 1910, and the laws amendatory thereof, shall be signed by the Secretary of State of the State of Louisiana, and have attached thereto the great seal of the State. of Louisiana. The in terest coupoifS attached to said bonds shall have printed or engraved there on the fac-simile signature of the Pres ident and Clerk of the Po li ce Jury. And when said bonds are thus is sued and signed and registered by the Secretary of State according to law, they shall again' be taken into pos session by the Clerk of the Police Jury and by him held until nego tiated. Section 4—That when said bond3 have been signed, issued, registered and returned to the Clerk of the Poj lice Jury they shall be ready for ne gotiation and the President of the Police Jury is hereby authorized ful ly for that purpose. Section 5—That the Police Jury of the Parish of St. Landry shall levy on all taxable property in said road district in accordance with law, at the same time as other taxes are levied in addition to all other taxes now authorized by the Constitution and laws including any special tax, a tax above all said taxes sufficient to pay the principal and interest of the bonds herein directed to be is sued as the same may mature ; which tax may be levied and extended on the assessment rolls at any time prior to the final collection of taxes due for that particular year; and when collected shall be used for no other purpose than that of retiring ma turing bonds and coupons. Section 6—That the Clerk of the Police Jury shall cause the original of this ordinance to be recorded in the mortgage records of th e Pari sh of St. Landry, and aiso published in the Star-Progress, the official jour nal of the Parish of St. Landry, ac cording to law. Section 7—Be it further ordained, etc., that this ordinance take effect from and after its promulgation. Rushing offered the fol lowing ordinance, duly seconded, to AN ORDINANCE Amending Sections 2 and 3 of the or dinance adopted by the Police Jury March 2, 1897, relating to lawful fences and providing for the impounding and sale of cer tain animals, be amended so as to read as follows: Section 2—Be it further ordained, etc., that by the authority aforesaid, all animals shall be permit ted to rove in the Par ish of St. Landry at all times, exeept those animals that break a lawful enclos ure or fence, which shall not be suffered to rove at,any time, but may be lawfully disposed of as hereinafter provided; provided, that no hogs, sheep or goats shall be al lowed to run at large within the lim its of the Parish of St. Landry.
