Brown offered the fol lowing ordinance, duly seconded, to AN ORDINANCE Be it ordained by the Police Jury of the Parish of St. Landry, in regu lar session convened: Section 1—That in all districts where, by resolution or ordinance of the Police Jury of this parish, hogs are permitted to run at large, the owner or owners of said hogs, are required to first ring their nose with at least three substantial rings, or properly clip their nose, before said animals are permitted to run at k^ction 2—That the ward consta ble or any citizen shall cause to be taken up all hogs running at large in those districts where the owner or owners have* failed to comply with the provisions of Section One (1) of this ordinance, or whenevr any hog or hogs are found damaging the public roads or drains in said districts, they shall Also be taken up by any citizen or ward constable and be disposed of as provided for in Section Two (2) of an ordinance adopted by this body on October 7, 1919. Mills offered the fol lowing ordinance, duly seconded ,to wit: AN ORDINANCE Whereas, and election was held in Road District No. Eleven (11) of the Parish of St. Landry, State of Louisiana, on the 17th day of June, 1919, in pursuance to an ordinance of the Police Jury adopted in the 6th day of May, 1919, notice of which was published according to law; and, Whereas, one of the questions submitted at said election was to de termine the proposition: "To incur debt and to issue serial negotiable coupon bonds of .said Road District to the amount of Five Hundred Thousand Dollars ($500, 000.00), to run for periods of from One (1) to Thirty (30) years, bear interest payable semi-annually at the rate of Five (5 per cent) per cent per annum, for the purpose of constructing permanent _ roads and bridges in said Road District ,title to which shall vest in the public; said public roads and bridges to be constructed under the direction and supervision of the State Highway Department and with the financial assistance of the state of Louisi ana and of the United States if such assistance be available;" and, Whereas, said proposition was lawfully carried at said election as shown by the procès verbal of the Police Jury canvassing tjie returns of said election on the seventh day of July, 1919 ;and, . Whereas, the result of said elec tion was duly promulgated on the seventh day of July, 1919, as re quired by law ,and no contest has been filed' notwithstanding more than sixty days have elapsed since the date of said promulgation; and, Whereas, the Police Jury of-the Parish of St. Landry is recognized by the constitution and laws of this state to be the governing authority of said Road District; now, therefore Be it ordained by the Police Jury of the Parish of St. Landry, in reg ular and lawful session convened: Section 1—That the president and clerk of this Police Jury shall be and are hereby authorized for and on behalf of Road District No. Eleven (11) of the parish of St. Landry, State of Louisiana, to in cur debt to the amount of Five Hundred Thousand Dollars ($500, 000.00), and to make and sign se rial negotiable coupon bonds of said Road District therefor »numbered consecutively from One (1) to Five Hundred (500), both inclusive, the first of which shall become due on the first day of July, 1920, and the last of which shall mature on the first day of July, 1949; and which shall bear interest at the rate of five per cent ( 5per cent) per an num, payable semi-annually, from date, with interest coupons attached to each bond; and said bonds shall not be sold for less than par. Section 2—That the proceeds of said bond issue, when negotiated, •nail be deposited in the treasury said parish, and there shall be id remain as a trust fund to be used only for the purpose for which the same were raised as set forth in the preamble hereof. Section 3—That said bonds shall be of date the first day of July, 1919, and shall begin to mature on the first day of July, A. That when said bonds have been signed, issued, register ed and returned to the Clerk of the Police Jury they shqll be ready for negotiation and the President of the Police Jury is hereby authoriz ed fully for that purpose. That the Police Jury of the Parish of St. Landry shall levy on all taxable property in said Road District in accordance with law, at the same time as other tax es are levied, in addition to all other taxes now authorized by the Consitution and laws including any special tax, a tax above all said tax es sufficient to pay the principal and interest of the bonds herein directed to be issued as the same may mature ; which tax may be levied and extended on the assess ment rolls at any time prior to the final colection of taxes due for that particular year: and when collected shall be used for no other purpose than that of retiring maturing bonds and coupons. That the Clerk of the Police Jury shall cause the original of this ordinance to be recorded in the mortgage records of the parish of St. Landry and also published in the Star-Progress, the official journ al of the Parish of St. Landry, according to law. Rushing offered the fol lowing ordinance, duly seconded, to wit: i AN ORDINANCE Whereas, an election was held in the 13th, Road District of the Fourth Police Ward of St. Landry Parish, State of Louisiana, on the 24th day of June 1919, in pur suance to an ordinance adopted by the Police Jury, on the 6th day of May, 1919, notice of which was published according to law and Whereas the question submitted at said election was to determine the proposition: "To authorize the Police Jury the governing authority of Road District No. 13 in the Fourth Police Jury Ward of the Parish of St. Landry La., to ineur debt and issue five (5) per cent annual in terest bearing negotiable bonds to the amount of Thirty Nine Thousand Dollars, ($30,000. 00), to run for a period of Forty Years in said District the denomination, time and place of payment of said bonds to be determined and fixed by the Police Jury of St. Lan dry, Parish, La., the governing authority of said Road District the proceeds derived from the sale of said bonds to be used in grading and graveling a public road from the North side of said Road District in Southerly direction along the West side of Bayou Waxia, to Bayou Sackett, thence along the West side of Bayou Waxia, to Bayott Courtableau, thence along the Bayou Courtableau on tne East side to Road Dis trict No. 9. Work on said road to begin where said Road Dis trict connects with Road Dis trict No. 9 and to continue along the above described route in a Northely direction through said Road District; the bal ance of the funds if any derived from the sale of said bonds to be used in constructing roads and bridges in said Road Dis trict. A tax each year shall be levied and collected sufficient to pay the interest and prin cipal of said bonds in said Road District as the same be come due and payable, as auth orized under the Consitution and Laws of this State. J., pastor of the Sacred Heart Catholic Church for the past six years, has been ordered to other fields of labor to the regret of his many freinds. He will leave shortly for Spring Hill College, Mo bile, Ala., where he will be engaged in pastoral work. Last Sunday at mass he bid his congregation good bye and stated that the priests were like' soldiers—they were obliged to go wherever sent by their superiors. He told his parishioners he would re member them in his prayers and ask ed them to pray for him also. The members of the choir who always held him in high esteem, presented him with a beautiful umbrella. Rev. Joseph B. Frankhauser, S. J., the new pastor, arrived Tuesday and took charge of his duties at once. He has already met many parishioners. Father Frankhauser comes from Ma con, Ga., where he has been pastor of St. Joseph's Church for the last six years. He just elosed a most suc cessful administration. He endeared himself to all and is a fluent speaker He was stationed a few years ago at St. Charles College, while a scholastic. Misses Angele Darby and Yeola Richard of Opelousas visited relatives here recently. Mrs. S. S. Semmes, Mr. and Mrs. Martin of Arkansas were here a couple of days this past week, the guests of Rev. M. O. Semmes, S. J. Father Semmes left Saturday for Al buquerque, New Mexico, where he will be stationed this coming year. Mr. and Mrs. Didier of Marksville were recent visitors here. Miss Mary Johnson of Cheneyville visited relatives here several days this week. Misses Mildred Richard and Grace Smith of Opelousas were visitors here Sunday. L. O. Barry was a Lafayette visitor a couple of days this week. Mr. L. A. Andrepont and family of Opelousas were in our midst Monday. Misses Odeide and Mamime Mouton of Lafayette are the guests of their aunt, Mrs. Fred Mouton. Mr. John Petetin was a Sunday vis itor to Lafayette. Mr. Lionel Elmer was an Opelousas visitor Sunday. Misses ^Lucille Trosclair and Josie Guilbeau of Opelousas were visitors here Sunday. Mr. Hammond of Shreveport, re cently discharged from the army, was in town Tuesday, the guest of his sister, Miss Mary Hammond, who is attending the academy and normal school of the Sacred Heart. Mr. Clement Smith, representing j the St. Landry Wholesale Grocery 1 Company of Opelousas, was here this 2 week and also Des Mizzi of the Diet lein and Jacobs Grocery Company. Mrs. Des Mizzi and children of Opelousas were the guests of relatives here Wednesday. Mr. E. V. M. LaCroix, formerly connected with the Louisiana State Livestock Sanitary Board, has been appointed assistant state swine specialist in th«ï extension division of the Louisiana State University. Mr. LaCroix was graduated from the College of Agri culture, Louisiana State Univérsity, in 1915, and has had a great deal of experience in dealing with hogs. Mr. LaCraix will assist J. B. Fran cioni, state swine specialist, in both the pig chib and adult work. To gether they will stress the value of more and bfstter hogs, and will en deavor to show the people the impor tance of applying business methods to farming and thus help bring Lou isiana to the front in hog production. —-- -c - 9 TIMELY NOTES FOR THE HOME GARDEN Unless the drainage is good, the heavy rains will play havoc with the fall garden, says Miss Ola Overby, garden specialist, extension division, Louisiana State University. All drainage ditches and furrows must be kept down. Keep down the grass and weeds and thin the plants to a good stand. The warm, wet weather also results in devastating attacks by numerous insects if the garden is neglected.
