Section 1—That in all districts «here, by resolution or ordinance of the Police Jury of this parish, hogs are permitted to run at large, the owner or owners of said hogs, are required to first ring their nose with at least three substantial rings, or properly clip their nose, before »id animals are permitted to run at k'fection 2—That the ward consta ble or any citizen shall cause to be taken up all hogs running at large in those districts where the owner or owners have failed to comply with the provisions of Section One (1) of this ordinance, or whenevr any hog or hogs are found damaging the public roads or drains in said districts, they shall also be taken up by any citizen or ward constable and be disposed of as provided for in Section Two (2) of an ordinance adopted by this body on October 7, 1919. Rushing offered the fol lowing ordinance, duly seconded, to wit: AN ORDINANCE Whereas, an election was held in the -13th, Road District of the Fourth Police Ward of St. Landry Parish, State of Louisiana, on the 24th day of June 1919, in pur suance to an ordinance adopted by the Police Jury, on the 6th day of May, 1919, notice of which was published according to law and Whereas the question submitted at said election was to determine the proposition: "To authorize the Police Jury the governing authority of Road District No. 13 in the Fourth Police Jury Ward of the Parish of St. Landry La., to incur debt and issue five (5) per cent annual in terest bearing negotiable bonds to the amount of Thirty Nine Thousand Dollars, ($30,000. 00), to run for a period of Forty Years in said District the denomination, time and place of payment of said bonds to be determined and fixed by the Police Jury of St. Lan A. dry, Parish, La., the governing authority of said Road District the proceeds derived from the sale of said bonds to be used in grading and graveling a public road from the North side of said Road District in Southerly direction along the West side of Bayou Waxia, to Bayou Sackett, thence along the West side of Bayou Waxia, to Bayou Courtableau, thence along Hie Bayou Courtableau on tne East side to Road Dis trict No. 9. Work on said road to begin where said Road Dis trict connects with Road Dis trict No. 9 and to continue along the above described route in a Northely direction through said Road District; the bal ance of the funds if any derived from the sale of said bonds to be used in constructing roads and bridges in said Road Dis trict. Each bond shall be signed the President of the Police Jury «and the Clerk thereof, and the said officers are hereby required to have MAKING CHRISTIANS BY STEREOPTICON Missionaries Reach Many Wo men of East by Means of v Pictures The stereopticon and moving pic ture screen and the wall picture have been found to be one of the best means of Christianizing the women of the Orient, according to reports re ceived from American foreign mis sionaries by the Inter-Church World Movement, whose national headquar ters are in New York City. The value of the pictorial feature of evangelistic work in the Orient has in the fact that it enables mis sionaries to reach women who can not read or write and 90 per cent of Ori ental women are said to be illiterate. Moreover, the best subjects are the old Biblical pictures, because they need little explanation, their settings and costumes corresponding with the scenes to which the women of the East are accustomed. This sense of familiarity overcomes the feeling that Christianity is an alien religion, im ported from a country of which she knows nothing. The introduction of "still" Biblical pictures in Chinese homes is another means of reaching the women and is especially easy because of the bare ness of the walls of 'he average Chin ese house. A commission of prominent Ameri can women, headed by Miss Mary L. Jones, a well known Baptist mission ary and principal of the women's school at HuckSow, China, is now crossing the Pacific to Japan, for a six month's investigation of the pos sibilities of pictures in the Oriental missionary field. The commission is part of an interdenominational depu tation of thirty well known American women who will study every phase of the misisonary problem in the East, and whose findings will be used by the Inter-Church World Movement in the formulation of its world program. The Inter-Church Movement is the organization through which the va rious protestant bodies in this country co-operating. The deputation, which was organized by the Women's Council of Foreign Mission Societies, includes among its members Presi dent Ellen F. Pendleton of Welles ley College, and President M. Carey Thomas of Byrn Mawr. In a statement made to the Inter Church World Movement on the eve of her departure, Miss Jones, who heads the pictorial commission, de clared that Chinese women are awak ening to a love of Occidental pictures. The old-time meth od of purchasing frost-proof plants from various sources for early spring heading is dangerous owing to the introduction of a disease called "cab bage yellows." Once the soil is in fected with this disease, she says, it is impossible to grow cabbages on the same land for several years. "The only safe recourse open to the cabbage grower is to produce his own plants," says Miss Overby. "The seeds should be planted in coldframes in November for the production of frost-proof plants. In making a cold frame use soil that is free from dis ease. Plant the seeds in the cold frames in drills six to eight inches apart so that cultivation may be giv en. The plants should not grow rap idly, but steadily. Sufficient protec tion from freezing should be given so as to promote a normal growth. The little plants in the coldframe should have light and air whenever the weather conditions permit. "With good seeds and proper care, the grower will be able to produce hardy plants, free from disease and ready for out-door setting as early a* the season permits." SURGEON GENERAL BLUE'S RECENT PROCLAMATION The following proclamation has been issued from Washington by Rupert Blue, surgeon general of the United States public health service: "Over 150,000 Americans die an nually from tuberculosis. This is an appalling waste of life when we con sider that tuberculosis is classed as a curable, preventable disease; more over, because this loss of life occurs almost entirely in the ranks of the young adult population, health au thorities the world over have come to consider the control of tuberculosis as still the most pressing health prob lem confronting them. "Every year the National Tuber culosis Association by selling Red Cross Christmas Seals, raises a con siderable sura of money to be used in a nation-wide campaign to combat tuberculosis. This year a special ef fort is being made to interest school children in this work, and December 5, 6 and 7 have been designated as days on which the Seals are to be sold in the public schools, synagogues and churches. Because of the seri ousness of the situation, I trust that the campaign this year will be par ticularly successful." ; WHEN IS A COW? When is a painted cow a "scrub" and when is art art? Has the new de mand for efficiency in Hie dairy gone to the length of censoring our mural decorators? Americans may be in the midst of a new revolution without knowing it, involving palette, brush and the popular judgment on pic tures. An artist exhibited at a recent fair at Minneapolis some paintings of cat tle, which to the average tutored mind were acceptable representa tions. They were Jerseys, intended as Jerseys, recognized popularly as Jerseys. Which should have been enough. But along came a dairyman,trained in the appreciation of butter-fat, to whom a cow is a cow, an object of profit rather than of beauty. The dairyman protested. Those artist cows, he said, would be condemned by any self-respecting city-bred in spector in America. They wouldn't even pay for their board. No up-to date farmer would give them stan chion space. Scrubs, all scrubs! Rural opinion, even when it con demns the accepted tenets of art, can not be ignored in these days of out numbered producers; so the dairy man's protest is referred henceforth for exhibition at the Minneapolis fair will havé to pass the censorship of man whose matinl familiarity with milk givers best fits them to tell when a cow's a cow.
