Dupre, Judge of. the 11th Judicial Districtof Louisiana: Your Grand Jury beg leave to sabmit this, our final, report: We have diligently inquired iidto all matters submitted to us for our consid eration, returning bills in such cases, where, in our opinion, conviction can be secured on final trial. A large number of the cases brought before us are for minor offenses, which should have been finally terminated before the justice court, thus saving this body a vast amount of unnecessary labor, and wit nesses the inconvenience of remaining in attendance on court. We would respectfully suggest that the different magistrates throughout the parish carefully examine into all affidp vits made before them to the end that this body may be relieved from the ne cessity of examining witnesses in cases where no offense has been committed. We are pleased to report that but few homicide cases have been presented to us for examination, compared with the previous sessions of this body. This happy result we can attribute to no other cause than the $20001icense im posed upon retail liquor dealers by our police jury. We take this occasion to commend the action of the police jury in this respect, and earnestly hope that a similar license may be hereafter im posed. We would respectfully suggest, however, that no license be issued for an amount less than that imposed for the entire year, that is, that the custom heretofore existing of issuing half year licenses be abolished. We have examined into the condition of the public buildings and find that they are as well kept as possible under the circumstances. An examination of the court house convinces us that the root is badly in need of repairs and should receive immediate attention. We find many broken glasses in the court house windows which should be repair ed at once, in order to make the building as comfortable as possible during the winter months. We would respectfully suggest that the matting in the court room be removed and another procured. The one now is very filthy and dirty, and prevents the court room from being kept in a proper sanitary condition. We earnestly recommend that a hat rsack be placed in the court room, near the jury box, for the convenience of jurors, who are now compelled to hold their hats while sitting in the jury box, We would suggest that the clerk's office be provided with new files and shelves, in order that the public records may be properly cared for. We find that the jail Is in need of general repaire and should be painted anew and we re commend that it be supplied with water from the water plant and sutfficient hose cto sprinkle the entire building, and we Inrther recommend that the jail yard be 'graded and tile drained. We would suggest that the public convenience require the erection of four Water tanks or troughs, supplied by water from the waterworks, upon the publie square, one on each side of said square. As it is at present visitors and farmershauling their produce tomarkel are compelled to apply to private Indi viduals' to water their teams, and we be lieve the above suggestion would be greatly to their convenience. We respectfully call the police jury's attention to the lack of seats for the con. venience and comfort of the many per. sons compelled to attend the sessions ol the court as witnesses before the grand and petty juries. We respectfully suggest that all par ties sentenced to imprisonment in the parish prison, be leased out or worked on the public roads to the end, that their maintenance during the term of their incarceration may not be a burden to the taxpayers. 9We reccmmend that the proper authorities take action to carry this suggestion into effect. We desire to thank the officials of the court for the courteous treatment we have received at their hands. Be it ordained, That canals for irri gation, navigation or transportation purposes be granted a "right of way" to cross the public roads, provided,'that the crossings and approaches thereto be built, constructed and maintained at the expense of the said canal, irrigation or transportation companies, Said crossings and approaches thereto to be under the supervision of such road overseers as may be from time to time appointed by the Police Jury. Be it further ordained, etc, The 28th or Lower Mamou election pre cinct as established by said resolution be subdivided as follows: All that portion of said election pre cinct lying west of the Bayou-des Cannes shall continue to be known as the 28th or Lower Mamou election pre cinct, and all that portion of said elec tion precinct lying east of the Bayou des-Cannes, and so much of the 27th or Faquetaiqne election precinct, as lies within the corporate linlits of the town of Eunice, shall be the 31st or Eunice election precinct. Section 3.
