Mr. Garland moved and sec onded by Mr. Andrepont, that the date of the Second Primary be changed to conform with the date of the State Primary as ordered by the State Central Committee, that is to say, Feb ruary 27th, 1912. Carried. Moved by Mr. Andrepont and seconded by Landry, that the communication of Dr. J. J. Stagg announcing his withdrawal from the race for Sheriff be accepted. Moved by Andrepont and see onded by Landry, that the amount assessed against Dr. J. J. Stagg as a candidate for Sheriff be returned to him. Car ried. Moved by Garland and sec onded by Andrepont, that where the list of voters showing date of payment of poll taxes hereto fore directed to be made, shall have been completed, the same shall be certified to by R. Lee Wiggins, Adelin Durio members of said committee, A. L. Andrus Deputy Tax-Collector, A. J. T. Littell representing the Tax-Col lector, and H. D. Below is the result of the last election, the election when the honest and just people of Louis iana resented with the might of the ballot the campaign of slan der waged against one of the State's ablest and most worthy young men, Jared Y. Sanders. Like in the present campaign, t h e so-called "reform" element tried to make up for what they didn't have with horrible and scurrilous defamation of character-t r.i e d to ride into office over the good name a n d honored history of the Demo cratic party of the State. The following ordinance was read: ORDINANCE NO.15 OF 1911. To provide an annual revenue for the Town of Melville, La., by levying an annual tax upon all property situated within the corporate limits of the said town not exempt from taxation under the laws and Con stitution of the State, and providing the manner of enforcing same. Section 1. Be it ordained by the Mayor and Board. of Aldermen of the town of Melville, La., That for the year 1912 there is hereby levied ataxof ten mills(l0)on the dollar of the assessed valuation of all property situated with in the corporate limits of the town, ex cept such as is exempt from taxation under the constitution and existing laws of the State. Section 2. Be it further ordained, etc., That the tax hereby levied shall be due and payable at the office of the City Tax Collector, as soon as the tax roll of said city shall have been com pleted and filed in the office of said city tax collector, and after this ordinance shall become effective. Section 3. Be it f u r t h ea r ordained, etc,, That no forced collection of taxes due upon movable or immovable prop erty shall be made before the time or date set apart for the forcible collec tion of State taxes. Section 4. Be it f u r t h e r ordained, etc., That it shall be the duty of the City Tax Collector to receive and col lect the taxes, interest, penaltiec, and costs due thereon to the said city, within such time and in such manner as is provided by the existing State laws for the collection of taxes die the State of Louisiana, and is provided for by the charter of this city. Section 5. Be itfurther ordained etc., That this ordinance shall take effect from and after its promulgation. Section 6. Be it. further ordained, etc., That all ordinances or parts of or dinances in conflict herewith, or Ian consistent to this ordinance, be and the same are hereby repealed. An ordinance to provids for the em pounding of hogs rumning a" large in the corporate limits of the Town of Melville, La. Sec. 1. Belt ordained by the Mayor and Board of Aldermen of the Town of Melville, La, in special session con vened, That it shall be unlawful and is hereby expressly prohibited for hogs to run at large within the corporate limits. Such hols found running at large shall be empounded and owner can gain possession by coming forward within three days and fifty cents ($0.50) per head and cost of fifteen cents per day. Sec. 2. That fifty cents ($0.50) be allowed to the Town Marshal for em pounding each hog caught running at large and fifteen cents per day for feed ing each hog per day. Sec. 3. Be it further ordained, etc. That notice for said empounding shall be posted for 3 consecutive days in three conspicuous places and if not re deemed to be sold to the last and high est bidder. Sec. 4. Be it further ordained, etc., That this ordinance shall take effect immediately after its passage. Sec. 5.
