Opelousas, La., February 28th, 1914. The Parish Board of School Direc tors met in special session subject to the call of the President. The Presi dent and Vice President both being absent, the meeting was called to or der by the Secretary of the Board, when it was ascertained that the following members only were present: Perkins, Lareade, Fogleman, Josephs Hawkins. There being no quorum, Dr. Joseph moved the adjournment of the meeting until Tuesday, March 3d, 1914, at 10 o'clock A. M. and the meeting was de clared, adjourned by the Secretary, un til that time. C. J. THOMPSON. Opelousas, La., March 3d, 1814. The Parish Board of School Directors met in special session pursuant to ad journment. Present: Andrepont, Du rio, Fogleman, Baker, Hawkins, Car riere Fontenot, Joseph, Lyman, Daly. The president being absent, the Vice President called the meeting to order and presided over same. Superintendent Thompson reported to the Board that he had suspended Mr. . R. R. Stoker, Principal of the Melville High School for the issuance of im certiicates for the admission of tecnts to the universities; where upon it was resolved, on motion of Dr. IL S. Joseph, that the Board sustain t. Thompson in the suspension of cipal Stoker of the Melville High School. On motion of Dr. Joseph it was re solved that fifty dollars be accepted as a satisfactory price for the sale of some cotton wood timber from a piece of school land on the Atchafalaya River. On motion of Dr. Joseph it was re solved that Mr. R. L. Hawkins, as a preservative measure, be authorized to ispose of the deadened timber on a parion of school land located below Port Barre on the north side of Bayou Cortableau. On motion of Mr. Lyman, Supt. Thompson was authorized and request ed to take up and settle with the Stan dard Oil Co., for the right of way of a pipe line through a 16th Section of ihool land, situated between Melville and Palmetto. . On motion of Mr. Hawkins, the fol lowingappropriations were made for school libraries, viz: Bristol School, $20.00; Palmetto School, $20.00; Leonville School, $15.76. And the Superintendent was author ized to purchase the book cases neces sry for the books. On motion of Mr. Pogleman the Sec retary was instructed to take up with the proper authorities the matter of the cancellation of the taxes levied against the property where the public school at Morrow is taught, for the rea son'that this property has been used for years, free of rent, as a public school house. On motion of Mr. Hawkins School District No. 5, 4th Police Jury Ward of the Parish of St. Landry, La., was cre ated, said district described and bounded as follows, to-wit: District No. 5, 4th Police Jury Ward, Parish of St. Landry, Louisiana. Beginning at a point on the Atchaf laya River where the township line between Tp. 3 S,, R. 7 E. and Tp. 4 S., R. 7 E, intersects said River; thence running due West about four and three-quarters miles to the Northwest corner of Section 2. T-4-S., R.6-E.; thence running due South nine mile to the Southwest corner of Section 14. T 65-S., R-6-E.; thence running due East about five miles to the Atchafataya River, to a point where the section line between Sections 10 and 15, of said Township, intersects said River; thence running north, following the meanders of the Atchafalaya River, to the point of beginning; and embracing therein an area of about fifty square miles. On motion of Mr. Lyman the Supt. was authorized to refund the poll tax of L T. Heagle on account of double payment of same. Dr. H. S. Joseph offered the follow ing resolution and moved its adoption: Whereas the public school funds in St. Landry Parish, La., are insufficient to operate the public schools of said parish for a longer period than about seven months per annum, and whereas the law requires all approved high schools to be operated for a session of not less than nme months in ord .r that they may be able to maintain their stat us as approved high schools, and wheras, there are not sufficient funds available to operate the Melville High School for said session of nine months, and whereas, the people of School Dis trict No. 5, 4th Police Jury Ward, have expressed a willingness to vote a spe cial school tax, including the year 1914, for the exclusive benefit ot Melville High School, or five mills on the dol lar on all the property subject to state taxation in said district, annually, for the period of ten years, to assist mn the maintenance of the Melville Hgh School for said session of nine months provided a sufficient portion of sai tax shall be set aside to retire the two outstanding school bonds, issued by the town of Melville included in said District No. 5, 4th Police Jury Ward, amounting to seven hundred dollars each and the interest thereon. And whereas, in the opinion of this Board said special election is necessary and advisable. Be it resolved by the PanrishBoard of School Directors of the Parish of St. Landry, by virtue of the authority vested in it b" Act 132 of 1912, amending Art. 281 of the Constitution r-1896, as follows: ' Sec. 1. That the Secretary of this SBoard be and he is hereby directed to have prepared for use at said special election a sufficient number of ballots, on each of which shall be printed the proposition mentioned in Section 1 of this resolution arranged in such man ner as to enable the voters to vote on each one separately and in the follow ing form: PROPOSITION 1. To levy a special tax of five mills on the dollar on s all property in said School - District No. 5 4th Police 1 - Jury Ward of the Parish of YES - St. Landry, La., subject to state taxation, annually, for the period of ten years r for the purpose of: (a) Giving additional aid i to the Melville High School. (b) To assume payment out of said tax, of two out standing school bonds is sued by the town of Mel- NO - ville, La. for the sum of seven hundred dollars each and the interest here r on. To vote in favor of this proposition submitted on this ballot place a cross (x) mark in the square after the word "Yes," and to vote against it place a s similarmark in the square after the word "No." And the Secretary of this Board be ' and he is hereby instructed to have prepared for use at said special election all necessary ballot boxes, tally sheets, lists of voters, assessed valuation of property and compiled statements of - voters in numper and amount. Sec. 3. That the polling place at said election shall be at Melville, La., at the usual polling place, and F." B. Cason, E. J. LeBlanc, and A. Rosen ber. are appointed commissioners and r 0. E. Hamilton clerk of election, and said election shall be conducted under D the laws of the state applicable thereto. Sec. 4. The President of this Board is hereby instructed to give notice of - the special election herein ordered by his proclamnation to be published ac cording.to law, and in said proclama i tion he shall announce that at ten if o'clock A. M., Saturday, April 18th, d 1914, this Board will meet at Opelousaa, c La., and in open session proceed to L. open the ballot boxes, examine and l count the ballots in number and c amount, examine and canvass the re turns and declare the result of the I1 election. f On roll call the following members voted in the affirmattve: Daly, Andre d pont, Durio, Joseph, Hawkins, Fogle man, Carriere, Fontenot, Baker, Ly man. Pursuant to a resolution of the Par I ish Board of School Directors of the Parish of St. Landry, La., passed at its special meeting bheld on the 3d day of March, 1914, L, O. P, Daly, President of said Board, hereby give notice that in compliance with said resolution, a .special election will be held in School District No. 5, 4th Police Jury Ward of I said Parish of St. Landry, La., onTues day, April 14, 1914, for the purpose of submitting to the property tax-payers, qualified under the Constitution and laws of the State of Louisiana to vote at said special election the following propositions, to-wit: To levy a special tax of five mills on I the dollaron all the property in said School District No. 5, 4th Police Jury Ward of the Parish of St. Landry, La., subject to state taxation, annually, for the period of ten years, for the pur pose of: (a) Giving additional aid to the Mel ville High Sichool. For the purpose of said special elec tion, the polling place will be Melville, La. at the usualpolling place, and F. B. Cason, E. J. LeBlanc, and A. Rosen berg have been appointed commission ers, and O. E. Hamilton has been ap pointed clerk to serve at the polling place at Melville, La. At said specil election the polls will open at seven o'clock A. M., and close at five o'clock P. M., and the election will be conduct ed in accordance with the laws of Lou- I isiana applicable thereto. Notice is also given thatatten o'clock A. On motion of Dr. Durio it was re solved that the Board supplement the special funds to the credit of the Grand Prairie High School to the extent of en abling said high school to finish its ses sion of nine months. Lyman the following resolutions were offered and passed, viz: Whereas, a special tax election was held in School District No. 1, of the' 2d Police Jury Ward of the Parish of St. Landry, La., on the 18th day of August, 1908, levying a special school tax of three mills on the dollar for the period of ten years on all the property in said school district subject to state taxation; therefore, Be it resolved by the Parish Board of School Directors of the Parish of St. Landry, La., that a special school tax of three mills on the dollar on all the property subject to state taxation in maid School Dstrict No. 1, of the 2d Po lice Jury Ward of the said Parish of St. Landry, La., be levied for the year 1914, and the assessor and tax-collector of said parish are hereby instructed to as sess and collect, as provided by law, said tax for the year 1914. Whereas a special election was held in School Disfrct No. I of the 4th Po lice Jury Ward of the Parish of St. Lan dry, La., on the 30th day of March, 1911, levying a special school tax of three and one-half mills on the dollar for the period of ten years on all property in said School District subject to state tax ation; therefore, Be it resolved by the Parish Board of School Directors of the Parish of St. Landry, La. that a special' school tax of three and one-half mills on the dol laron all the property subject to state taxation in School Dfstrict No. 1 of the 4th Police Jury Ward of the Parish of St. Landry La., be levied for the year 1914, and the assessor and tax-collector of the said parish are hereby instructed to assess and collect, as provided by law, said tax for the year 1914. Whereas, a special school tax elec tion was held in School District No. 2, of the 4th Police Jury Ward of the Par ish of St. Landry, La., on the 24th day of June, 1911, levying a special school tax of three and one-half mills on the dollar for the period of ten years on all the property m said school district sub jectto state taxation; therefore, Be it resolved by the Parish Board of School Directors of the Parish of St. Landry, La., that a special school tax of three and one half mills on the dollar on all the property subject to state tax ation in School District No. 2 of the 4th Police Jury Ward of said Parish of St. Landry, La., be levied for the year 1914, and the assessor and tax-collector of said parish are hereby instructed to assess and collect, as provided by law, said tax for the year 1914.
