To accomodate parties going hunt ing and fishing at Halfmoon and Second Lakes the Texas & Pacific Railway Company will sell to parties of five or more on one ticket, "any day in the year" good for return six days from date of sale. To Half Moon and return 75c per Capita, to Second Lake and return 80c per Capita. Train due to leave Opelousas at 8:15 a. m., returning arriving at Opelousas 3:05 p. m. PROCLAMATION Pursuant to an ordinance passed by ), the Board of Commissioners of the Bayou Mallet and Plaquemine Drain age District of the Parish of St. Lan n dry, La., at its regular meeting held on the 15th day of July, A. D. 1915, I, dCharles F. Boagn, President of the said Board, hereby give notice that, C in compliance with said ordinance, a special election will be held in the Bayou Mallet and Plaquemine Drain S age District of the Parish of St. Lan dry, La., on Wednesday, the 1st day of Setember, 1915, for the purpose of submiting to the property owners, qualified under the Constitution and laws of Louisiana to vote at said elec n tion, the following proposition, to wit: d 1. To incur debt and issue negotia Plaquemine Drainage District of the I. Parish of St. Landry to the amount 5 of thirty thousand dollars to run forty years beginning in 1915 and end ing in 1915, both inclusive, bearing S interest at the rate of five per cent per annum from July 1, 1915, payable L. annually, for the purpose of providing and creating a system of drainage for the said district by dredging Bayou Plaquemine and Bayou Mallet and their tributaries, completing the ca nals known as numbers 1 and 2 and their accessories, and the cutting of such other canals and the opening of such other natural drains as may be necessary to effectively drain said District ,and for the maintenance and improvement thereof. w 2. To levy an annual contribution . or acreage tax of ten cents per acre - on all the property subject to state taxation in the Bayou Mallett and Plaquemine Drainage District of the Parish of St. Landry for the period of ) forty years for the purpose of provid ing and creating a system of drain age for the said district by dredging ) Bayou Plaquemine and Bayou Mallet I and their tributaries, completing the canals known as numbers 1 and 2 and their accessories, and the cutting of such other canals and the opening of such other natural drains as may be necesary to effectively drain said dis trict, and for the maintenance and improvement thereof. For the purpose of said special elec tion, the polling place will be V. V. Ledoux's, and J. V. Dupre, V. V. Le doux and Amos Reed have been ap pointed commissioners and S. J. Gos selin has been appointed clerk to serve at said election. At said elec tion, the polls will open at 7 a. m. and close at 5 p. m., and the election will be conducted in accordance with the laws of the State of Louisiana appli cable thereto. Notice is also given that at ten o'clock a. m. oqr Thursday, September 2d, 1915, the Board of Commissioners of the Bayou Mallet and Plaquemine Drainage District will meet in the Police Jury Room of the Parish of St. Landry, at Opelousas, La., and in open session will proceed to open the ballot boxes, examine and count the ballots In number and amount, examine and )canvass the returns, and declare the Sresult of said special election. Be it ordained by the Board of Commisioters of the Bayou Mallet and Plaquemine Drainage Die trict of the Parish of St. Landry in regular session convened, that, where as to carry out the purposes for which it was created and in order to provide and create a system of drainage for said district and to effectively drain the lands situated within the limits thereof, it will be necessary to dredge Bayous Plaquemine and Mallet and their tributaries, comnplete the canals known as numbers 1 and 2 and their accessories, cut such other canals sai4 district as may be necessary to said district as mey be necessary to properly drain the lands situated within the limits of the said district; to perform all other work necessary to make the said drainage system ef fective, and to maintain and improve the same, it will be necessary that the Board of Commissioners of the Bayou Mallet and Plaquemine Drain age District of the Parish of St. Lan dry be authorized to incur debt and to issue negotiable bonds therefor, to the amount of thirty thousand dollars ($30,000) in the denominations and bearing interest as hereinafter set fbrth. Section 2.
