SS Navy Washington, Feb. 12.—Declining flatly to resume negotiations with Germany, "unless and until" the Gherman submarine pledges are once more in force, and "acted up on," President Wilson took up the' proble.^ of protecting American commerce at sea tonight. In an official statement the State f Department made public a sugges tion from Germany through Dr. Paul Ritter, the Swiss minister, that the German government was willing to resume negotiations with the United States. The same statement outlined an unequivocal refusal by the United States to discuss the submarine question with Germany under pres- j ent conditions. The memorandum of the State Department was clear, forceful, and! to the point. It made clear the de termination of President Wilson to' abide by the terms of the ultimatum to Germany laid down in his speech announcing the break between the two countries. It promptly and briefly put an end to present hope for any infor mal negotiations to relieve tense re lations between Germany and the ^ that only a modification *f many's announced ruthless cam paign of the sea can prevent the President from carrying out his de termination to ask Congress for au thority to use the military powers of the government if "American lives or American ships go down in the German sea war." BABIES BURN TO DEATH The four months old baby of John King, Oakgrove, La., and Jno. E. Tieman, six months old, Shreve port, La., were burned to death dur ing the month of January. The children in both instances lost their lives in bed. In one case the was placed too near a grate fire and in the other an oil heater was carelessly placed by ttie bed.
