Shannon as chairman held on the City Hall Square at 7 o'clock last night was a success from every viewpoint. Promptly at 7 o'clock bells and whistles throughout the city, taking their cue from the strik ing of the hour by the City Hall dock, rang and blew in unison while the flames from the barrel bonfire lighted up the City Hall scene. Far overhead, Firemen Arceneaux super intended the place of red signal flares around the rim of the great water tower. Several hundred peo ple shivered in the cutting atmos phere, held by their patriotic eager ness to lend their presence to a pro gram of patriotism. Mr. F. D. Win chester briefly addressed the as sembly and urged their stfpport to Mm Second Liberty Bond issue, pointing out that the government •desires the participation of every ■citizen and would rather the entire loan be made up of small subscrip tions than to have it subscribed by a few capitalists. The purchase of a Liberty Bond make the purchaser a participant in the nation's war for liberty and the speaker assured such purchasers that their investment in a Liberty Bond was the safest of in vestments. Mr. J. P. Hebert, who followed Mr. Winchester, held the 'close at tention of his hearers in' an earnest speech of patriotic fervor. He called attention to encroaching effects of the world war to its impending in fluence over every American home.
