Any person, who during the existence of the war between the United States and any other nation, or nations, shall, within this State, display or have in his possession for any purpose whatsoever, any flag, standard, color, or ensign, or coat of arms of any nation with which. the United States is at war, or any imi tation thereof, or that of any state, subdivision, city or municipality of | any such nation shall be deemed guilty of a felony and shall be pun 1 i.bcd ished by confinement in the State penitentiary for any period of time not less than one year nor more than 25 years. "See. 5. Any person, officer, or an y other person may, without war rant, arrest any one violating any section of this act when the offense is committed in his presence, or with in his view, or within the view of a magistrate; and in all such cases the officer or other person making the arre st is justified in adopting all the force and measure which may be > adopted in cases of arrest under war rant as provided in the code of crim j na ] procedure. Any person, offi cer or other person, about to make S uch arrest shall be authorized to require any person violating any pro visions of this act to at once desist from such violation and may use all the force and measures which are necessary to cause such person to de sist from further violating any pro | vision of this act. MAY PROSECUTE IN ANY COUNTY. "Sec. 6. Indictments and prosecu tions for violations of the provisions of this act m°v be had in any county .where the offense is comr.ilued or in Travis Country, the State of Texas, ! and for such purpose venue and jur 1 isdiction is conferred upon the dis trict courts of the counties of the State where such offenses are com mitted and on the district court of Travis county. "Sec. 7. The fact that this is a special session of the legislature, which can last but 30 days and the fact that the United States is now engaged in war, and there are many breaches of the peace and other dis turbances of public order and safety arising, due to the evils sought to be remedied by this act, creates an em- \ ergency and an imperative public necessity, which requires that the constitutional rule, providing that bills shall be passed on three sever al days, be suspended, and said rule is hereby suspended, and this act shall take effect and be in force from and after its passage and it is so enacted." Similar demonstra tions are held the second Friday of '■•ach month and are for the benefit of the women of this city. Mrs. Cass E. Jolley urges all the women of \ Morgan City and Berwick to take ad vantage of this opportunity to re ceive information of great value, es pecially at this time. "Never before have women faced such an opportunity for service as they now have in producing and con serving food," said Mrs. Jolley, Chairman of Conservation for Mor gan City. "Not only must home de mands be met but provision must al so be made for those peoples whose production of food has been inter rupted by the war." Miss Moberly spoke of forming a Home Demonstration Club, if the women and girls could be interested in one. She said that demonstra tions in the different wheat substi tutes would be given every two weeks. She suggested the forming of a canning club and thus preserve the different vegetables as they came in season. Then in the Fall hold an exhibition which would rep resent the work accomplished in the city or the parish. Mrs. Jolley wishes to emphasize that the women of this community are missing an unusual opportunity when they fail to attend these dem onstrations. Patterson Top "Over The Parish Chairman K. R. Morgan City's Strongest Financial Institution* Sunday And Wednesday To Be Wbeatless And Tuesday, Meat less, In Morgan City And The Third Dis trict The Third District in which Mor gan City is located, has through its Food Administrator, J. Allen Barn ett of Baldwin, been notified that the following foodless days have been ordered put into effect imme diately. The order fixes that Sun days and Wednesdays will be wheat less and Tuesday, meatless. It must be remembered that this order applies to Morgan City and the bal ance of the Third District, regard less of dissimilar action that may and in some case has been taken in other districts of the state. The rules issued provide that the sales of wheat cease altogether for the time being. The 12-ounce loaf is made the bread standard, but Ad ministrator Barnett has gone to the extent of fixing a price of 7 1-2 cents per loaf.
