The fly is the pro of filth. and the mosquito must be cradled in stagnant water: still it is fatally easy to riaise either. 3. Inccrease the beauty of your town. It is a great thing to makes a flower bed where an ash heap grew before. Beauty is its own excuse, 4, Improve the moral tone of your town. By so doing you keep down the tax, for a good citizen is easier to controll than a bad one, 5. Support the educational institutions and pay the school tax gladly. Educate your people and attract the educated. A train ed mind is the world's most potent force. 6.
